City Hall promises to consult House on major projects<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja assured yesterday
\nthat no major development project in the city will start without
\nprior consultation with the House of Representatives.<\/p>\n
Surjadi said in hearing with House Commission X, which deals
\nwith national development planning, that any project deviating
\nfrom the city plan will be discussed with the legislative body.<\/p>\n
The governor is in the national spotlight for his mammoth
\nprojects, such as the planned reclamation of over 3,600 hectares
\nof northern coast and the construction of the US$285 million
\nManggarai integrated terminal.<\/p>\n
\"We are aware of the regulation and we will consult with the
\nHouse in August or September, regarding the land reclamation
\nplan, because currently, the city administration is still
\nreviewing the scheme with the National Development Planning
\nBoard,\" Surjadi said.<\/p>\n
Surjadi was responding to criticism for not discussing major
\nplans with the House, as required in a 1992 law.<\/p>\n
He added that the city administration is yet to draft a decree
\non reclamation and that the 1985-2005 city plan is under review,
\nto accommodate the huge projects.<\/p>\n
Legislator Palar Batubara, from the ruling Golkar party,
\nwarned on the possible social, environmental, economical and
\npolitical impacts of the land reclamation plan, as well as the
\nManggarai terminal project.<\/p>\n
\"The city administration should conduct comprehensive research
\nto prevent social, economic and politic problems that could
\nemerge from these projects,\" Batubara said.<\/p>\n
He added that city administration should also guarantee that
\nthe projects would benefit the public and not victimize the
\naffected residents, who have to surrender their property.<\/p>\n
\"The main goal of the projects is to rearrange the city and
\nimprove the people's welfare, and we will try the best we can to
\nminimize the negative impact,\" Surjadi said, adding that some
\nconflict in implementation of the plan would likely occur.<\/p>\n
He explained that in an effort to avoid a dispute between
\ndevelopers and residents in the land appropriation process, the
\ncity administration has formed a formula to set land
\ncompensation, based on the current taxable property value.<\/p>\n
However, Surjadi said, there will always be problems in
\nconducting the projects because certain people will take
\nadvantage of them. \"I bet brokers are already in action in
\nManggarai,\" he added.<\/p>\n
Surjadi assured that city administration will conduct an
\nenvironmental impact analysis, before implementing the
\nreclamation, to protect the environment in the Seribu Islands.<\/p>\n
The reclaimed land will belong to the government and will be
\nleased to private businesses, who will be permitted to build
\nthere.<\/p>\n
\"The (reclamation) plan will include relocation of fishermen's
\nresidential areas, where low-cost apartments will be built for
\nthem,\" Surjadi said.<\/p>\n
