        "content": "<p>City Hall promises to consult House on major projects<\/p>\n<p>JAKARTA (JP): Governor Surjadi Soedirdja assured yesterday<br>\nthat no major development project in the city will start without<br>\nprior consultation with the House of Representatives.<\/p>\n<p>Surjadi said in hearing with House Commission X, which deals<br>\nwith national development planning, that any project deviating<br>\nfrom the city plan will be discussed with the legislative body.<\/p>\n<p>The governor is in the national spotlight for his mammoth<br>\nprojects, such as the planned reclamation of over 3,600 hectares<br>\nof northern coast and the construction of the US$285 million<br>\nManggarai integrated terminal.<\/p>\n<p>\"We are aware of the regulation and we will consult with the<br>\nHouse in August or September, regarding the land reclamation<br>\nplan, because currently, the city administration is still<br>\nreviewing the scheme with the National Development Planning<br>\nBoard,\" Surjadi said.<\/p>\n<p>Surjadi was responding to criticism for not discussing major<br>\nplans with the House, as required in a 1992 law.<\/p>\n<p>He added that the city administration is yet to draft a decree<br>\non reclamation and that the 1985-2005 city plan is under review,<br>\nto accommodate the huge projects.<\/p>\n<p>Legislator Palar Batubara, from the ruling Golkar party,<br>\nwarned on the possible social, environmental, economical and<br>\npolitical impacts of the land reclamation plan, as well as the<br>\nManggarai terminal project.<\/p>\n<p>\"The city administration should conduct comprehensive research<br>\nto prevent social, economic and politic problems that could<br>\nemerge from these projects,\" Batubara said.<\/p>\n<p>He added that city administration should also guarantee that<br>\nthe projects would benefit the public and not victimize the<br>\naffected residents, who have to surrender their property.<\/p>\n<p>\"The main goal of the projects is to rearrange the city and<br>\nimprove the people's welfare, and we will try the best we can to<br>\nminimize the negative impact,\" Surjadi said, adding that some<br>\nconflict in implementation of the plan would likely occur.<\/p>\n<p>He explained that in an effort to avoid a dispute between<br>\ndevelopers and residents in the land appropriation process, the<br>\ncity administration has formed a formula to set land<br>\ncompensation, based on the current taxable property value.<\/p>\n<p>However, Surjadi said, there will always be problems in<br>\nconducting the projects because certain people will take<br>\nadvantage of them. \"I bet brokers are already in action in<br>\nManggarai,\" he added.<\/p>\n<p>Surjadi assured that city administration will conduct an<br>\nenvironmental impact analysis, before implementing the<br>\nreclamation, to protect the environment in the Seribu Islands.<\/p>\n<p>The reclaimed land will belong to the government and will be<br>\nleased to private businesses, who will be permitted to build<br>\nthere.<\/p>\n<p>\"The (reclamation) plan will include relocation of fishermen's<br>\nresidential areas, where low-cost apartments will be built for<br>\nthem,\" Surjadi said.<\/p>\n<p>The reclamation project will commence early next year.(yns)<\/p>",
