City develops e-Procurement<\/p>\n

To eliminate opportunities for corruption in the bidding process
\nfor projects, the Jakarta administration will develop a new
\nsystem of procurement through its website www.dki.go.id.<\/p>\n
The e-Procurement system, according to city spokesman Tjatur
\nLaswanto, is set out in the newly signed Gubernatorial
\nInstruction No. 78\/2005, which will affect all agencies.<\/p>\n
\"The development of e-Procurement is a response to criticism
\nover the lack of transparency in our tender process. The new
\nsystem will be gradually introduced starting next year,\" Tjatur
\nsaid at City Hall.<\/p>\n
\"We believe that, with the system, all tenders can be carried
\nout through quick, accurate, transparent, efficient, fair and
\nauditable processes,\" Tjatur added.<\/p>\n
But Tjatur did not say how long it would be before the system
\nwas in full swing, nor which bidding opportunities would open up
\nnext year.<\/p>\n
He declined to reveal the cost of developing the system.<\/p>\n
The city administration has been criticized over corruption in
\nthe bidding process, with watchdogs estimating over 30 percent of
\nthis year's budget was embezzled by officials.<\/p>\n
Several suppliers for the city administration's projects have
\nsaid the tender process is mere administrative work as only one
\ncompany has any real chance of winning.<\/p>\n
According to Tjatur, e-Procurement was developed to prevent
\ndirect contact between administration officials and
\nbusinesspeople.<\/p>\n
He said a team of representatives of relevant agencies, who
\nwere assisted by professional consultants, had come up with the
\nsystem.<\/p>\n
Tjatur said team members would carry out comparative studies
\nin cities that had already applied e-Procurement, such as
\nDenpasar, Surabaya, New Delhi and Kuala Lumpur.<\/p>",
