City Council warns developer<\/p>\n
JAKARTA (JP): The City Council wants the municipal
\nadministration to punish a land developer, PT Pacific Corponusa,
\nfor failing to build public facilities as the law requires.<\/p>\n
Legislator Saud Rahman of the council's Commission D in charge
\nof public works, told journalists yesterday that PT Pacific
\nCorponusa has failed to honor its commitments to build low-cost
\napartments, to provide a place for street vendors and to furnish
\nschool equipment.<\/p>\n
\"It is obvious that this developer is not acting in good will
\non this matter. The city administration should take firm action
\nto teach the firm a lesson,\" Saud said.<\/p>\n
He also urged the city government to revoke the developer's
\nbuilding permit.<\/p>\n
Also yesterday, the company's chief commissioner Andy Sofyan
\ntold The Jakarta Post that the firm plans to build the facilities
\nin question.<\/p>\n
\"The development of the public facilities has only been
\ndelayed due to some technical problems,\" he said in a telephone
\ninterview.<\/p>\n
PT Pacific Corponusa is constructing an apartment building and
\na hotel on a 19,462-square-meter plot of land on Jl. S. Parman,
\nWest Jakarta.<\/p>\n
Under a 1990 gubernatorial decree, any developer that intends
\nto appropriate land to build commercial facilities must set aside
\n20 percent of the land to build low-cost apartments and other
\npublic facilities.<\/p>\n
Due to various reasons, including the objections of developers
\nto building low-cost apartments in the same area as commercial
\nprojects, the gubernatorial decree was revised in 1992. It now
\nallows developers to build low-cost apartments at locations other
\nthan the commercial project site.<\/p>\n
Saud is seeking action because he said PT Pacific Corponusa
\nhas failed to take any action on the provision of public
\nfacilities although the construction of the project started in
\n1994.<\/p>\n
\"In a hearing with us a few days ago, the developer's
\nexecutives said that it has not yet fulfilled its obligation
\nbecause the city administration has not yet selected location for
\nthe low-cost apartments,\" Saud, who is deputy chairman of the
\nUnited Development Party (PPP) faction in the council, said.<\/p>\n
Saud added that the developer should have taken the initiative
\nto select a location and to propose it to the city administration
\ninstead of just waiting for the municipality to decide on one.<\/p>\n
Saud also said that the developer has not fulfilled the
\nrequirement that it provide equipment for the two state primary
\nschools it has renovated in Mangga Dua Selatan, West Jakarta.<\/p>\n
The municipal administration imposed the requirement as
\npunishment for the firm's violation of a regulation in its
\nappropriation of land for the hotel project.<\/p>\n
He noted that the company also has yet to complete the
\nfacilities for street vendors it promised.<\/p>\n
Andy Sofyan, the firm's commissioner, clarified yesterday that
\nthe company fully intends to fulfill all of its obligations.<\/p>\n
\"I have told the commission that we are going to fulfill all
\nof the requirements, but that we must consult with the city
\nadministration first in choosing a suitable location for the low-
\ncost apartments,\" Andy said.<\/p>\n
He said the company will provide the equipment for the Mangga
\nDua schools in the near future. He guaranteed that the schools
\nwill be ready for use for the coming academic year which begins
