City Council abjures parking management plan<\/p>\n
JAKARTA (JP): City Council has rejected a proposal on parking
\nmanagement by PT Ikabina Karya Sukses, on the grounds that the
\nidea contains several weaknesses, including elements of gambling
\nand poor services.<\/p>\n
\"The company's concept of parking management is substantially
\nweak from various aspects,\" secretary of the Indonesian
\nDemocratic Party faction of the council, Romulus S. Sihombing,
\ntold reporters at his office on Tuesday.<\/p>\n
Romulus said that the parking management concept offered by
\nthe company still contains elements of gambling because it
\nprovides motorists with opportunities to win several prizes,
\nincluding cars, through numbers' game.<\/p>\n
M. Hutagalung, the company's president, said after the
\ncompany's presentation to the City Council, that the highest
\nprizes offered are worth only Rp 10,000 (US$4.4). He added that
\nthe low prize values will not attract non-motorists to buy
\ntickets to win the prizes.<\/p>\n
He said that the Jakarta chapter of the Indonesian Ulemas
\nCouncil, has given the green light to the firm's proposal.<\/p>\n
He said that the firm is open to negotiations on the amount of
\nparking revenues to be submitted to the city administration.<\/p>\n
Romulus said that the firm's plan to sell the parking tickets
\nat various places, including supermarkets and gas stations, as
\nwell as at office counters appointed by the city parking
\nauthority, BP Parkir, is good only for ticket sales, not for
\nservice and security.<\/p>\n
Romulus, also a member of the Council's Commission A, in
\ncharge of administration affairs, security and public order, said
\nthat the company's proposal has failed to include considerations
\nof public order and security aspects.<\/p>\n
After all, he said, the participation of private firms in the
\ncollection of parking revenues runs counter to the existing law,
\nstipulating that only the state, in this case the city
\nadministration, has the right to collect taxes and levies.<\/p>\n
He said that under city regional regulation No. 7\/1987 and No.
\n3\/79, a private company could only act as a consultant of the
\nparking authority.<\/p>\n
Parking management is currently handled by the city parking
\nauthority BP Parkir. The agency has been under fire lately, from
\nvarious quarters, for allegedly failing to reach the annual
\nparking revenue target, set by the city administration.<\/p>\n
\"If the city's parking management was taken over by private
\nfirms, what would be the role of BP Parkir?\" Romulus asked.<\/p>\n
He urged city administration to continue seeking the best way
\nto handle the city's parking problems.<\/p>\n
He said the participation of private companies in the city's
\nparking management should have a legal basis. (32)<\/p>",
