        "content": "<p>Jakarta, CNBC Indonesia - The Minister for State Apparatus\nUtilization and Bureaucratic Reform (PANRB), Rini Widyantini, has\nofficially issued a circular that details the policy on working from\nhome (WFH) for civil servants (ASN) every Friday. The Minister of PANRB\nCircular No.\u00a03 of 2026 on the Implementation of Official Duties for ASN\nEmployees in Government Agencies, which she has issued, takes effect\nfrom 1 April 2026. \u201cThrough this policy, we encourage the implementation\nof official duties that are more efficient, effective, adaptive, and\ndigitally based, thereby improving ASN productivity and the quality of\npublic services sustainably,\u201d Rini stated in a written release on\nWednesday (1\/4\/2026). Rini explained that in its implementation, this\ncircular serves as a guide for government agencies in regulating the\nimplementation of ASN official duties more flexibly while prioritising\norganisational performance. The adjustment to the ASN work pattern is\ncarried out through a combination of work location flexibility, namely\nfour days of office work (work from office\/WFO) from Monday to Thursday\nand one day of work from home\/residence as the ASN\u2019s domicile location\n(work from home\/WFH) on Friday. Nevertheless, Minister Rini emphasised\nthat this policy does not change the provisions on working days and\nhours for ASN, but rather an adjustment to the work method that remains\noriented towards performance achievements. \u201cWork flexibility must still\nalign with the achievement of performance targets. The main focus\nremains on output and outcomes, not on the work location,\u201d she stressed.\nIn its implementation, Personnel Development Officials (PPK)\/Heads of\nGovernment Agencies in each agency are given the authority to regulate\nthe proportion of employees and the mechanism for implementing official\nduties according to the characteristics of the tasks and services. The\ngovernment also emphasises that this adjustment must not disrupt\ngovernment administration and the quality of public services. Therefore,\nagencies are obliged to ensure that essential services remain available\nand accessible to the public. \u201cHealth, security, cleanliness,\npopulation, and emergency services must continue to operate optimally,\nincluding ensuring services that are friendly to vulnerable groups,\u201d\nexplained Minister Rini. In addition to work pattern arrangements, the\ngovernment is also promoting efficiency measures in agency operations,\nincluding restrictions on official travel, optimisation of online\nmeetings, reduction in the use of official vehicles, and more prudent\nuse of office energy. The application of digital technology and\ninformation systems is also key in supporting the effectiveness of this\npolicy\u2019s implementation, including aspects of attendance and performance\nreporting for ASN. \u201cTo ensure optimal implementation, each agency is\nrequired to conduct periodic monitoring and evaluation of organisational\nperformance achievements, energy efficiency, and public service\nquality,\u201d explained Minister Rini. Specifically, the evaluation results\nmust be submitted to the Minister of PANRB, and for local governments\nalso to the Minister of Home Affairs, no later than the 4th of the\nfollowing month.
