Ciputat road works<\/p>\n

A news item in the Nov. 13 edition of Bisnis Indonesia
\nimplied that the private sector is prepared to lend a helping
\nhand in addressing the road problems of Ciputat and its
\nsurroundings.<\/p>\n
This is joyful news. Actually, the Ciputat road solution
\npackage should be tackled by the Tangerang administration and
\nrelated offices. Ciputat's traffic jams are legendary.<\/p>\n
The Tangerang regional government should follow up on this
\nopportunity because of the present shortcomings in its
\nadministration, such as a lack of donations and the restriction
\nof funds at regional administrative levels.<\/p>\n
There is a shortage of finances, since the government is no
\nlonger capable of funding the entire transportation
\ninfrastructure. On the other hand, the regional government failed
\nto secure funds from the private sector and the local populace to
\nrepair extremely damaged roads.<\/p>\n
There are only a few professionals in the technical and
\nmanagement sector. This is reflected in the amount of available
\nmanagement funds, which contradicts several media reports
\nsometime ago which claimed that Rp 1.6 billion in the 1996\/97
\nState Budget had been earmarked for Ciputat road repairs.<\/p>\n
However, no action of importance in this field, or an
\nindication of public works in progress, can be noted. Meanwhile,
\nthe closing date of the State Budget, March 1997, is rapidly
\napproaching.<\/p>\n
We have reached the conclusion that help from the Indonesian
\nReal Estate Association, Tangerang branch, has to be sought and
\nfully utilized, in a serious bid to overcome traffic snarls in
\nCiputat and in the vicinity.<\/p>\n
The regional administration is expected to ease up procedures
\nand participate in a positive way to ensure a smooth project
\nimplementation. We hope that there will be no officials who will
\nturn this into an opportunity to serve their own ends.<\/p>\n
