"summary": "Traffic on the Cipali toll road has eased by 27% on the morning of H+4 Lebaran compared to the previous day, with around 21,000 vehicles heading to Jakarta and 5,000 to Cirebon recorded by 08:00 WIB. Despite the decline, rest areas remain congested, prompting Astra Tol Cipali and local police to implement situational open-close systems at multiple points to manage flow. Authorities advise drivers to avoid stopping on shoulders or queuing excessively, suggesting alternative rest spots outside toll gates, while toll fees remain based on distance travelled.",
