Authorities at the Cikopo-Palimanan (Cipali) toll road have introduced a situational open-close system for all rest areas to manage the surge in vehicle volume during the return flow of traffic. This measure aims to ensure user comfort while preventing congestion, with drivers advised to proceed to the next rest area or nearby off-toll facilities if one is full, without incurring extra toll fees for exiting and re-entering. Traffic data shows a 92% increase in vehicles heading to Jakarta, yet the one-way traffic engineering keeps flows smooth and controlled, emphasising safety compliance.

Officers from Astra Tol Cikopo-Palimanan (Cipali) and the police have
begun implementing a situational open-close system at all rest areas
along the Cipali toll road during the return traffic flow. This is due
to the surging volume of vehicles. Sustainability Management &
Corporate Communications Department Head of Astra Tol Cipali, Ardam
Rafif Trisilo, stated that the open-close system for all rest areas on
the Cipali toll road aims to maintain the comfort of road users in
utilising rest facilities. The open-close system applies to rest areas
at KM 86, 102, 130, and 166 on the one-way route, as well as Rest Area
KM 164, 130, 101, and 77 on the normal route. If a rest area is closed
due to being full, road users are advised not to stop on the shoulder of
the road or force themselves to queue, as this could trigger traffic
slowdowns. As an alternative, road users can rest at the next rest area
or utilise rest facilities outside the nearest toll gate. “We guarantee
that the total accumulated toll fare remains the same (based on the
kilometres travelled) even if road users exit and re-enter the toll gate
for resting,” said Ardam, as quoted by Antara on Tuesday (24/3/2026).
Based on data from 00.00 WIB to 17.00 WIB today, traffic flow on the
one-way route to Jakarta on the Cipali toll road has been observed to
increase. Approximately 74,000 vehicles have passed through the Cipali
toll road via the former Cikopo Toll Gate towards Jakarta. The increase
is around 92 percent compared to the same period the previous day.
Although vehicles continue to increase, the implementation of one-way
traffic engineering can keep traffic flowing smoothly and under control.
Astra Tol Cipali urges all road users to always prioritise safety,
maintain safe distances between vehicles, and must comply with
instructions from on-site officers during the traffic engineering
period. Road users are advised not to change lanes or use U-turns during
the one-way traffic engineering.
",
