Cilegon City has officially joined the central government's Batch 2 Accelerated Implementation of Waste-to-Energy Processing (PSEL) programme, committing to supply 300 tonnes of waste daily from its landfill to a processing facility in Cilowong, Serang. Together with Serang City (600 tonnes) and Serang Regency (500 tonnes), the Serang Raya cluster will supply over 1,000 tonnes daily, reducing pressure on local disposal sites whilst generating electricity and incurring no tipping fees for participating municipalities.

Cilegon City has officially joined the Batch 2 Accelerated
Implementation of Waste-to-Energy Processing (PSEL) programme launched
by the central government. Under this scheme, Cilegon is grouped with
Serang City and Serang Regency as part of the Serang Raya cluster.

As part of the programme, Cilegon municipal government will send
approximately 300 tonnes of waste daily for processing under the PSEL
system located at the Cilowong landfill in Serang City.

Sabri Mahyudin, Head of the Environmental Affairs Service (DLH) of
Cilegon City, stated that each participating region is obligated to
supply waste as raw material for energy processing. “The mechanism
involves us committing to send 300 tonnes of waste daily to the Cilowong
landfill,” Sabri said in a written statement on Friday, 13 March
2026.

According to Sabri, the delivery target is considered realistic as
the volume of waste currently entering the Bagendung landfill in Cilegon
City averages approximately 310 tonnes daily.

In the Serang Raya PSEL scheme, waste supply is divided
proportionally. Cilegon City supplies 300 tonnes daily, Serang Regency
500 tonnes daily, and Serang City 600 tonnes daily, bringing total waste
supply to more than 1,000 tonnes daily in accordance with the project’s
implementation requirements.

Sabri explained that Cilegon’s participation in the programme
provides several benefits, including reducing the waste burden at the
Bagendung landfill by 300 tonnes daily and extending the operational
life of the final disposal site.

The programme is also considered capable of promoting more modern and
integrated waste management in the Serang Raya region. Additionally,
local governments will not be charged tipping fees or disposal costs
under this cooperation scheme.

Going forward, Cilegon municipal government will also prepare
facilities and operational vehicles to support waste delivery to the
processing location at the Cilowong landfill.

Meanwhile, the tender process for the PSEL Batch 2 project for the
Serang Raya region is planned to begin in April 2026.

Through this programme, waste management in the region is expected
not only to address environmental concerns but also to convert waste
into an electricity source for the community.
",
