Azzka claimed he only wanted to help Noel,\nthus agreeing to testify in court.<\/p>\n<p>This was stated by Azzka during his testimony at the Central Jakarta\nCorruption Court on Wednesday (29\/4\/2026). Azzka was presented as a\nwitness by Noel.<\/p>\n<p>\u201cDo you know me, witness?\u201d asked Noel.<\/p>\n<p>\u201cYes, Sir,\u201d replied Azzka.<\/p>\n<p>\u201cWitness, are you under any pressure today?\u201d asked Noel.<\/p>\n<p>\u201cNo, I just want to help you, Sir,\u201d replied Azzka while crying.<\/p>\n<p>Azzka claimed he was never ordered by Noel to engage in corruption.\nHe stated that Noel never instructed Ministry of Manpower employees to\nengage in extortion practices.<\/p>\n<p>\u201cDuring my tenure, did I engage in corrupt practices?\u201d asked\nNoel.<\/p>\n<p>\u201cNo, never. I never knew about it and never at all,\u201d replied\nAzzka.<\/p>\n<p>\u201cDid I ever order corruption?\u201d asked Noel.<\/p>\n<p>\u201cNo, Sir always forbade us from accepting such things,\u201d replied\nAzzka.<\/p>\n<p>\u201cDid I ever order colleagues at the Ministry of Manpower to extort?\u201d\nasked Noel.<\/p>\n<p>\u201cNo,\u201d replied Azzka.<\/p>\n<p>Azzka stated that Noel also never used business class flight\nfacilities at the Ministry of Manpower. Because as a state official, we must be able to\ninterpret what the state is like. Not through inspections, but through\nregulations. Did my actions include issuing circulars, for example, on\nthe practice of withholding diplomas?\u201d asked Noel.<\/p>\n<p>\u201cYes,\u201d replied Azzka.<\/p>\n<p>Noel asked if he had ever advocated for jobs for laid-off workers.\nAzzka said Noel had done so for Sritex workers.<\/p>\n<p>\u201cWhat you saw, witness, besides the practice of withholding diplomas\nfull of extortion, where workers were extorted. For manual labourers, it\nwas Rp 5 million to Rp 10 million; for flight attendants, Rp 40 million,\nthat was Lion. Then for healthcare workers, doctors, and so on, they\nwere extorted Rp 150 million to Rp 300 million. Besides that, did you\never hear that hundreds of laid-off workers were re-employed by me?\u201d\nasked Noel.<\/p>\n<p>\u201cWhen you advocated for Sritex,\u201d replied Azzka.<\/p>\n<p>\u201cActually, many of my policies almost all benefited the people,\nespecially workers. Not just manual labourers, not professional workers,\nnor medical personnel. Then, did you ever hear about my policy on\nprohibiting entrepreneurs from limiting the age of job seekers?\u201d asked\nNoel.<\/p>\n<p>\u201cYes,\u201d replied Azzka.<\/p>\n<p>\u201cBecause for decades, this criminal practice\u2014crime between the state\nand entrepreneurs, which I consider a crime\u2014limited job seekers to 35\nyears old. Then I came and issued a circular prohibiting that practice,\ndidn\u2019t I?\u201d asked Noel.<\/p>\n<p>\u201cYes, you issued it,\u201d replied Azzka.<\/p>\n<p>Noel also asked about inspections on extortion related to\noutsourcing. Azzka said Noel had once helped workers with his personal\nmoney.<\/p>\n<p>\u201cI also inspected what is called outsourcing. Outsourcing that also\nextorted workers, which I eventually closed and did not grant\npermission. Workers were\nforced to intern so their wages would be below the minimum wage? God bless Azzka and his family.\nThank you, Your Honour,\u201d Noel concluded.<\/p>\n<p>Noel\u2019s Indictment<\/p>\n<p>KPK prosecutors indicted Noel for extortion in K3 certification\nprocessing along with several Ministry of Manpower civil servants.\nProsecutors stated that Noel demanded a share of Rp 3 billion.<\/p>\n<p>Prosecutors stated that the act was committed by Noel together with\nthe other defendants, namely Fahrurozi, Hery Sutanto, Subhan, Gerry\nAditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri,\nAnitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila. The trial\nwas held in a separate file at the Central Jakarta Corruption Court on\nMonday (19\/1).<\/p>\n<p>\u201cThey acted unlawfully or abused their authority related to the\nIssuance and Renewal of Individual Occupational Safety and Health (K3)\nCertification\/Licences for certification\/licence applicants,\u201d reads\nNoel\u2019s indictment.<\/p>\n<p>In the indictment, prosecutors stated that the defendants forced K3\ncertification and licence applicants to give a total of Rp 6,522,360,000\n(Rp 6.5 billion). This case occurred since 2021 or before Noel served as\nDeputy Minister of Manpower.<\/p>\n<p>In short, the extortion was carried out.
