Beijing (ANTARA) - Chinese Defence Minister Dong Jun has proposed a\nnew security concept to face increasing challenges as global governance\nreaches a critical juncture.<\/p>\n
\u201cGlobal governance has reached a critical point: to advance or to\nregress. International security is in a fragile state, which is why I\nwish to present a proposal to build a new security consensus,\u201d stated\nChinese Defence Minister Dong Jun during the opening of the \u201cBeijing\nXianglar Forum\u201d in Beijing on Wednesday.<\/p>\n
The Beijing Xiangshan Forum is taking place from 15-17 September\n2026, under the theme \u201cBuilding Consensus on Stability, Advancing Common\nSecurity Governance\u201d. The event is attended by hundreds of military\nofficers, diplomats, and academics from Asia, Europe, and the United\nStates to discuss international security and order.<\/p>\n
\u201cTraditional security theories are increasingly difficult to use to\nexplain the various conflicts and issues we face today. The outdated\nzero-sum mindset is unable to resolve the complex security issues of the\npresent. A global security concept that is common, comprehensive,\ncooperative, and sustainable provides a new approach that is gaining\nincreasing recognition and positive responses,\u201d said Dong Jun.<\/p>\n
According to Dong Jun, this concept advocates for respecting and\nguaranteeing the security of every nation, integrating both traditional\nand non-traditional security sectors, and enhancing security governance\nthrough coordinated efforts.<\/p>\n
\u201cSecurity must be achieved through political dialogue and peaceful\nnegotiations, while conflicts should be resolved through development so\nthat the root causes of insecurity can be eliminated. We need to build\nthe broadest possible consensus and seek solutions through mutual\nrespect,\u201d Dong Jun added.<\/p>\n
His second proposal involves maintaining stability through\nmultilateralism, where major powers must act responsibly, small and\nmedium-sized nations should contribute actively, and the United Nations\nmust fulfil its proper role.<\/p>\n
\u201cWe must adhere to true multilateralism, firmly upholding a\nUN-centred international system, an international order based on\ninternational law, and the fundamental norms of international relations\nbased on the purposes and principles of the UN Charter,\u201d stated Dong\nJun.<\/p>\n
The third proposal focuses on preventing risks through clarity in\nhistorical perspective.<\/p>\n
\u201cWe must learn from history and remain vigilant against all forms of\nhidden or evolving hegemony and militarism. We must not allow them to\nflourish,\u201d he added.<\/p>\n
He also urged nations to prevent new risks from spreading into the\nsecurity sector, to be wary of the loss of governance control, and to\nreject the practice of exporting domestic problems abroad to exacerbate\ntensions.<\/p>\n
His fourth proposal is to resolve issues through dialogue and\nconsultation, as violence cannot solve problems or eliminate the roots\nof conflict, and instead creates more difficulties.<\/p>\n
\u201cChina has a saying: \u2018Nothing is difficult in the world for those who\nare willing to climb.\u2019 What is most needed to maintain dialogue and\nconsultation is sincerity in resolving issues, a willingness to\ncommunicate on an equal and respectful footing, and a gradual effort to\nbuild mutual trust and expand common ground,\u201d explained Dong Jun.<\/p>\n
Dong Jun stated that the international community must respect the\nsovereignty and will of relevant parties, uphold justice, actively\nprovide platforms for communication and dialogue, and encourage\nefficient coordination between various global and regional multilateral\nmechanisms.<\/p>\n
Fifth, he proposed strengthening the foundation of security through\nshared development. \u201cBehind these issues often lie deep-seated problems,\nsuch as developmental imbalances, inequality of rights, and a narrowing\nspace for development,\u201d said Dong Jun.<\/p>\n
He noted that the fundamental solution for security governance is to\nbridge the development gap and reduce the disparity between the North\nand the South.<\/p>\n
\u201cChina always advocates for shared development to promote common\nsecurity. China\u2019s modernisation provides greater development space,\nstability, and certainty for the entire world, and we welcome all\nparties to join the \u2018high-speed train\u2019 of development and continue to\nstrengthen the foundation of universal security,\u201d Dong Jun asserted.<\/p>\n
His sixth proposal is to deepen cooperation through action-oriented\napproaches.<\/p>\n
According to Dong Jun, the Chinese military is willing to work with\nall parties to achieve tangible results through pragmatic cooperation\nand to realise a mutually beneficial future.<\/p>\n
\u201cThe Chinese military is approaching its centenary and is currently\naccelerating modernisation. We are willing to share experiences and\nideas regarding military development and management with all parties,\nprovide assistance according to our capabilities to the armed forces of\nnations in need, and expand pragmatic cooperation in areas such as\nfriendship exchanges, personnel training, equipment, and technology,\u201d he\nstated.<\/p>\n
Indonesian Defence Minister Sjafrie Sjamsoeddin was also present at\nthe opening of the Beijing Xiangshan Forum, though he did not deliver a\nspeech.<\/p>\n
