        "content": "<p>China, Korea dumping steel<\/p>\n<p>WASHINGTON (Reuters): The U.S. International Trade Commission<br>\nhas ruled that China, South Korea and other countries appear to<br>\nbe dumping steel used to reinforce concrete on the United States,<br>\nbut cleared Japan and Russia of the same charges.<\/p>\n<p>In a report sent to the U.S. Commerce Department on Monday,<br>\nthe trade agency found that China, South Korea as well as<br>\nIndonesia, Belarus and Latvia were selling steel concrete<br>\nreinforcing bars in the United States at below fair value.<\/p>\n<p>As a result of the agency&apos;s findings, the Commerce Department<br>\nwill continue its investigation into the alleged dumping and make<br>\npreliminary determinations by early December.<\/p>",
