        "content": "<p>China Dominates Indonesia\u2019s Waste-to-Energy Tender Again<\/p>\n<p>Jakarta. Chinese companies once again are making up the lion\u2019s share\nof Indonesia\u2019s latest candidate list for its waste-to-energy agenda.<\/p>\n<p>Indonesia\u2019s ambition to set up waste-to-energy incinerators in\ntrash-infested cities are now in full swing. The sovereign wealth fund\nDanantara is taking the lead on this program. The project is also wide\nopen for foreign partners. Two Chinese firms had already won the tenders\nfor the projects in Bekasi, Bogor Raya, and Denpasar Raya. Work is now\nunderway to expand the rollout to other parts of the country.<\/p>\n<p>As the second wave of tender begins, Danantara has drawn up a list of\n85 prequalified companies that will take part in the subsequent\nselection stages. The list has grown by almost fourfold compared to the\nfirst wave, but the Chinese dominance remains.<\/p>\n<p>Some of these Chinese firms \u2013 like Sichuan Energy Investment Group\nand Grandtop Yongxing Group \u2013 are fighting solo. Others, such as Beijing\nGeoEnviron Engineering and Tech, have joined forces with local firms.\nThe company set up a consortium with PLN Indonesia Power Renewables, a\nsubsidiary of the state-run energy giant. There is also another Beijing\nGeoEnviron Engineering and Tech consortium with local player Bumi Karsa.\nOver half of the entities are consortia, many of whom are\nChina-backed.<\/p>\n<p>First batch winners Huzhou-based Wangneng Environment and Zhejiang\nWeiming Environment Protection are also returning. The notable\nnon-Chinese foreign players include the South Korean giant Samsung\nE&amp;A and French utility Veolia.<\/p>\n<p>\u201cWe remain committed to ensuring the entire waste-to-energy partner\nselection process is conducted in a transparent and competitive manner,\u201d\nFadli Rahman, who leads Danantara\u2019s clean energy arm Denera, said.<\/p>\n<p>China has always been among Indonesia\u2019s top foreign investors. In Q1\n2026, the combined investments from mainland China and Hong Kong totaled\n$4.9 billion, official statistics showed. Danantara\u2019s managing director\nRohan Hafas had defended Chinese dominance in the first wave of tender,\nciting similarities in waste management culture.<\/p>\n<p>\u201cWhy not? \u2026 China is similar to Indonesia.
