The Indonesian government has expanded the list of countries exempted from its new foreign exchange export earnings (DHE) regulations to include China, Australia, and Canada, in addition to the United States. The exemption applies to exporters from countries with bilateral or free trade agreements, allowing them to place a portion of their retained earnings in non-state banks. The broader DHE rules, which took effect on 1 June 2026, still mandate that 100% of natural resource export earnings be repatriated to the domestic financial system.

Coordinating Minister for Economic Affairs Airlangga Hartarto has
revealed an expansion of the list of export destination countries
exempted from the new natural resource export proceeds (DHE SDA)
requirements.

“Yes, there are quite a few countries with which we have bilateral
arrangements. For example, China, the United States, Australia and
Canada,” Airlangga said when met at the Ali Wardhana Building in Jakarta
on Thursday (23/7/2026).

The latest DHE rules have been in force since 1 June 2026. The
addition of countries exempted from the new DHE requirements came out of
a limited coordination meeting held at the Coordinating Ministry for
Economic Affairs.

Previously, the exemption list applied only to the United States
under Government Regulation (PP) Number 21 of 2026.

Under the new rules, 100% of DHE SDA must be placed with state-owned
bank associations (Himbara), with a mandatory retention of 30% of DHE
for three months for the oil and gas sector, and 100% for 12 months for
non-oil and gas sectors, in special accounts.

However, the government has granted flexibility in the placement of
natural resource export proceeds for exporters from countries that are
Indonesia’s trade partners under bilateral agreements or free trade
agreements (FTA).

This means that mining sector exporters from countries that have an
FTA with Indonesia are permitted to place part of their DHE retention
outside Himbara. Under this rule, exporters from partner countries may
place retention of 30% with a minimum period of three months at
non-Himbara banks.

“The banks can be Himbara or non-Himbara,” Airlangga said.

Nevertheless, the government has emphasised that the obligation to
fully repatriate DHE SDA into the domestic financial system remains in
place. All natural resource exporters are required to bring 100% of
their DHE into Indonesia in accordance with the new provisions.

Non-oil and gas exporters must place 100% of their DHE retention in
special accounts domestically for a minimum of 12 months. Meanwhile, oil
and gas sector exporters must place a minimum retention of 30% with a
tenor of at least three months.
",
