        "content": "<p>Jakarta, CNBC Indonesia - SIM card registration for mobile phones\nused by children under 17 still requires parental data, as confirmed by\nthe Director General of the Digital Ecosystem at the Ministry of\nCommunications and Digital, Edwin Hidayat Abdullah, during a press\nconference on Friday, 29 May 2026.<\/p>\n<p>\u2018For children under 17, their data is not yet in Dukcapil\u2019s records.\nHowever, all have guardians, and we can assist via their parents,\u2019 he\nexplained.<\/p>\n<p>Children under 17 do not hold National ID Cards (KTP) or have\nbiometric data registered with Dukcapil.<\/p>\n<p>The registration process for children is regulated under Ministerial\nRegulation No.\u00a07 of 2026 on Customer Registration for Mobile\nTelecommunications Services.<\/p>\n<p>Article 3(2) specifies the required data for biometric registration\nof children, including the mobile number, the customer\u2019s NIK (National\nIdentity Number), the head of household\u2019s NIK and biometrics as per the\nfamily card (Kartu Keluarga).<\/p>\n<p>Full biometric registration using facial recognition will commence on\n1 July 2026. A trial phase, which included SIM registration using NIK\nand family card number (NoKK), began in January.<\/p>\n<p>So far, an average of 1.4 million customers have used the\nregistration system. Mobile operators have confirmed readiness of\ninfrastructure for the system.<\/p>\n<p>\u2018All operators have biometric capabilities across all registration\nchannels, whether in retail stores or online platforms,\u2019 said ATSI\nDeputy Chair Reski Damayanti during the same event.<\/p>\n<p>Edwin was also questioned about Dukcapil verification fees for\nregistration. He confirmed no costs would be passed on to the\npublic.<\/p>\n<p>The registration process is a mutual agreement with mobile operators\nas part of their business responsibility, as well as the state\u2019s duty to\nprotect citizens.<\/p>\n<p>\u2018Are mobile operators burdened by covering costs for the public?\nNo.\u00a0Why? Because as public trust in mobile usage grows, their businesses\nalso expand,\u2019 Edwin stated.<\/p>\n<p>Government Regulation No.\u00a010 of 2023 on Non-Tax State Revenue Types\nand Rates under the Ministry of Home Affairs sets verification fees at\nRp1,000 for NIK and Rp3,000 per facial recognition biometric. However,\noperators cover these costs, with no charges passed to consumers.<\/p>",
