The position of working children and marginal children in
\nIndonesia is in the process of \"dehumanization.\" The Jakarta
\nSocial Institute observes that marginal children, who work as
\nhawkers, shoe-shine boys or beggars, are often subject to violent
\nmeasures taken by security authorities.<\/p>\n
In other areas, the Creative Workshop Foundation discovered
\nthat working children in a factory were working in a hot, dirty
\nand noisy room, taking care of an area which calls for close
\nattention.<\/p>\n
These issues were discussed in a workshop on child labor and
\nmarginal children held in Bogor, West Java, on Sept. 12 to Sept.
\n14, 1995, in which NGO activists exchanged information and
\nexperiences.<\/p>\n
The issue of child labor and marginal children is complex. The
\nproblems range from family matters, environment, authorities and
\neven law matters. The complexity also includes intervention of
\nthe government by providing education for working children and
\nmarginal children. This eventually leads to failure on the part
\nof NGO activists in their efforts to sort out child labor
\nproblems.<\/p>\n
It seems that the \"dehumanization\" process is systematically
\ncarried out, so that there is no room for NGO activists to
\nimprove conditions for working children and marginal children.<\/p>\n
Under these circumstances the workshop participants agreed to
\ntake the following actions:<\/p>\n
* To urge the government to immediately form a Commission of
\nNational Children's Rights.<\/p>\n
* To think of an alternative form of education for working
\nchildren and marginal children, and advise the government about
\n\"important education.\"<\/p>\n
