Bali is home to some of the best vacation villas in the world. From\nexceptional bamboo architecture to dreamy clifftop infinity pools, to\nauthentic cultural homestays, to expansive contemporary homes, there is\na vacation villa for every kind of traveler.<\/p>\n
The Bali Villa Rental Management Association (BVRMA) is proposing\nsome big changes to the way in which the overall system is managed, and\nit looks set to change the game for holidaymakers.<\/p>\n
The Bali Villa Rental Management Association (BVRMA) is proposing to\nimplement a hotel-style star rating system for Bali\u2019s privately owned\nholiday villas. The BVRMA are a highly respected association within the\ntourism space in Bali and typically the changes they set forth are\nusually brought into effect alongside consultation with the Bali\nProvincial Government.<\/p>\n
Speaking to reporters, the BVRMA Chairman, Kadek Adnyana, said the\nproposal is still in the review stage, but that his team is working with\nBali\u2019s universities to develop classification standards that will serve\nas a reference for tourists to help clarify villa quality standards,\namenities, and pricing for tourists and investors.<\/p>\n
Adnyana told reporters, \u201cOur plan at the Bali Villa Rental Management\nAssociation is to create a classification for villas, similar to hotels.\nBefore creating this classification, we\u2019ll be conducting studies in\ncollaboration with campuses and universities.\u201d<\/p>\n
He explained that, as there are currently no clear standards for\nvillas in Bali that can clearly differentiate quality, tourists find it\ndifficult to choose the right accommodation, and businesses often engage\nin unfair price competition. Adnyana noted, \u201cSometimes even beautiful\nvillas have to be sold cheaply due to competition. Some are even poorly\nmaintained but can still sell for very low prices.\u201d<\/p>\n
Adnyana explained that the villas will be categorized from one to\nfive stars. The goal is to make facilities, services, and prices more\naccessible to the market. \u201cThis way, it\u2019s clear what the price is, what\nthe amenities are, and so on.\u201d He confirmed that BVRMA aims to complete\nthe study this year, after which it will be discussed with business\nowners for implementation. He shared, \u201cWe hope the study will be\ncompleted this year, and we can implement it with villa owners next\nyear.\u201d<\/p>\n
The new star system will take a while to come into effect, but\ntourists booking villas in the near future may start to hear more\nproperty managers promoting villas in this way. There will certainly be\nmore updates to come from Adnyana and his team at BVRMA.<\/p>\n
In the meantime, the Ministry of Tourism has confirmed over the\nweekend that it will be cracking down on illegally operating tourism\nvillas in Bali.<\/p>\n
Over the last year, the Bali Provincial Government has been doubling\ndown on efforts to curb the number of illegally operated villas in the\nprovince, either by closing them down entirely, removing online\nlistings, or giving deadlines for compliance.<\/p>\n
The illegal operations are rooted in everything from spatial planning\nviolations for construction, through to outdated or non-existent\nbusiness licenses and permits. Now the Indonesian Ministry of Tourism\nhas given its backing to the crackdown, but confirmed that it will be\noffering support to villa operators who want to get their affairs in\norder.<\/p>\n
Speaking at the Bali and Beyond Travel Fair, hosted at the Bali\nInternational Convention Center in Nusa Dua this weekend, Indonesia\u2019s\nDeputy Tourism Minister, Ni Luh Puspa, told reporters that the\ndepartment had no intention of eliminating or closing unlicensed villas.\nInstead, the government will provide assistance to accommodation\nbusinesses in managing their legal business requirements.<\/p>\n
She confirmed, \u201cWe\u2019re not removing them, but we\u2019re asking OTAs\n(online travel agents) to ensure all their merchants have legal status,\nincluding a Business Identification Number (NIB).\u201d<\/p>\n
Adding \u201cWe even assist them in obtaining permits and legal business\nregistration. We collaborated with the Bali Provincial Government for\nthis. So, the Bali Provincial Government fully supports us in this\nprocess.\u201d<\/p>\n
Ni Luh Puspa clarified that the mission is to level the playing field\nby bringing all businesses into compliance rather than making life\nharder for business owners. She noted that the crackdown is not only for\nincreasing tax revenue but to create fair competition for tourism\nindustry players who have met all licensing requirements, and provide\nsafety and peace of mind for tourists.<\/p>\n
She shared, \u201cFor friends who own hotels, friends who already have\nvillas with complete permits, it would certainly be unfair if, for\nexample, there were accommodations without permits.\u201d<\/p>\n
This support and leniency won\u2019t last for long; however, villa and\naccommodation businesses have only a few months left to get their\npaperwork in order. Ni Luh Puspa confirmed that an extension has been\ngranted by the Ministry of Tourism.<\/p>\n
Concluding, \u201cActually, we wanted it to be in March. But then the\nMinister gave the policy to extend it, if I\u2019m not mistaken, until the\nmiddle of this year. Whatever the reason, complying with regulations is\ncrucial because it maintains fairness.\u201d<\/p>\n
