        "content": "<p>Palu (ANTARA) - Commission III of the Central Sulawesi DPRD\n(provincial legislature) has acknowledged its disappointment regarding a\nmeeting held between PT Citra Palu Mineral (CPM), Poboya customary\nleaders and community representatives in Jakarta.<\/p>\n<p>\u201cWe should not have wanted to hold this public hearing today, because\nwe were offended that you went and made an agreement without notifying\nus as members of the DPRD and the government,\u201d said Commission III\nChairwoman Arnila H Moh Ali during a Public Hearing (RDP) with PT CPM\nand the Poboya mining-area community (MLTP) at the Central Sulawesi DPRD\noffices in Palu on Monday.<\/p>\n<p>She cautioned that the meeting should serve as a lesson and that\ngreater care should be exercised in future. According to her, when\nproblems arise the community approaches the Central Sulawesi DPRD, yet\nwhen making an agreement, the community departed without informing the\nlegislature.<\/p>\n<p>\u201cWhen you make an agreement without it being witnessed by the\ngovernment, that agreement may or may not be legally valid,\u201d she\nsaid.<\/p>\n<p>She stressed that the DPRD\u2019s involvement would allow it to provide\nadvice and input, as well as serve as a witness should either party fail\nto honour any agreement reached.<\/p>\n<p>The public hearing addressed two key points: the request to reduce PT\nCPM\u2019s contract of work (KK) area by 246 hectares and the designation of\na People\u2019s Mining Area (WPR).<\/p>\n<p>An alternative option discussed was a partnership arrangement between\nthe community and the company, as a form of legal certainty for\nartisanal miners to carry out their activities in a lawful and orderly\nmanner.<\/p>\n<p>CPM President Director Damar Kusumato revealed that four points of\nagreement would be followed up in the wake of the meeting.<\/p>\n<p>CPM demonstrated its commitment to improving the welfare of the\nmining-area community through a policy prioritising local labour as well\nas structured corporate social responsibility (CSR) and community\ndevelopment (PPM) programmes.<\/p>\n<p>Additionally, CPM has received a draft cooperation proposal submitted\nby the Poboya mining-area community (MLTP).<\/p>",
