        "content": "<p>Nabire (ANTARA) - The Central Papua provincial government is\ninvolving indigenous communities in the preparation of the Special\nAutonomy (Otsus) programme and the 2027 Regional Government Work Plan\n(RKPD) to ensure development is more inclusive and directly impacts\nresidents.<\/p>\n<p>Head of the Regional Development Planning, Research, and Innovation\nAgency (Bapperida) for Central Papua, Eliezer Yogi, in Nabire on\nTuesday, stated that the Musyawarah Perencanaan Pembangunan (Musrenbang)\nfor Otsus and RKPD 2027 carries the theme of strengthening local aspects\nand regional competitiveness based on local potential.<\/p>\n<p>\u201cThis Musrenbang aims to align provincial development priority\nprogrammes with Otsus-based authorities between the provincial and\ndistrict governments,\u201d he said.<\/p>\n<p>He explained that the forum also encourages participation from\nindigenous communities, youth leaders, and women\u2019s figures in an\ninclusive and equitable development planning process.<\/p>\n<p>In addition, he said, the Musrenbang serves as a means to ensure that\nOtsus funds are directed towards programmes that directly impact\ncommunity welfare, particularly in the education, health, economy, and\ninfrastructure sectors.<\/p>\n<p>The Musrenbang was attended by around 600 participants from eight\ndistricts in Central Papua, namely Nabire, Mimika, Paniai, Dogiyai,\nDeiyai, Puncak, Puncak Jaya, and Intan Jaya, and involved regional\ngovernment organisations, customary institutions, community leaders,\nwomen\u2019s and youth organisations.<\/p>\n<p>Each region is requested to propose 10 priority programmes aligned\nwith the governor\u2019s vision and mission, covering education, health,\neconomy, infrastructure, and public services.<\/p>\n<p>Central Papua Governor Meki Nawipa emphasised the importance of\nsynchronising programmes between the central, provincial, and district\ngovernments to ensure effective development without overlaps.<\/p>\n<p>According to him, the division of authorities must be clear, with\nprovincial programmes focused on supporting districts, while district\ngovernments follow through to the district and village levels.<\/p>\n<p>\u201cThe community needs results, needs reality from government work.\nTherefore, planning must be truly on target,\u201d he said.<\/p>\n<p>He added that through this Musrenbang, a joint commitment can be\nbuilt among all stakeholders in overseeing the transparent and\naccountable management of Otsus funds, as well as promoting sustainable\nimprovements in community welfare.<\/p>",
