        "content": "<p>The Secretary of the Central Java Provincial Government, Sumarno,\nstated that the wave of proposals was dominated by basic needs at the\nvillage to district\/city levels, particularly in the infrastructure\nsector. \u201cThe most proposals come from village government financial\nassistance for infrastructure, reaching more than 23,000 proposals,\u201d he\nsaid in a written statement on Tuesday (28\/4\/2026). This was conveyed by\nSumarno at the Musrenbang forum in the Gradika Bhakti Praja Building,\nSemarang. Besides village infrastructure, funding requests also flowed\ninto grants, district\/city facilities and infrastructure, and the\neducation sector. From the budget perspective, the largest proposals\nwere also in village infrastructure with a proposed value of Rp 13.1\ntrillion, followed by district\/city facilities at Rp 12.5 trillion.\nSumarno said that considering the limited potential budget of the\nCentral Java Provincial Government, the proposals must be managed and\nprioritised according to regional interests. The abundance of proposals\npresents a particular challenge for the provincial government in\naligning local needs with the medium-term development agenda. He added\nthat the 2027 Regional Government Work Plan (RKPD) remains dynamic. The\ngovernment opens space for corrections and refinements through public\nparticipation and stakeholder input. \u201cThis draft is not final. We still\nneed input from various parties so that the programs formulated truly\naddress community needs,\u201d said Sumarno. Meanwhile, Central Java Deputy\nGovernor Taj Yasin Maimoen emphasised that the Musrenbang forum must\ntruly produce tangible impacts for the community, not just a routine\nplanning agenda. \u201cMay this Central Java Provincial Musrenbang truly\nimpact the community. This forum is very strategic for aligning\naspirations, both those conveyed through the DPRD and directly from the\ncommunity, including village heads participating online,\u201d he said. He\nstressed that all inputs from various sectors will serve as the\nfoundation for determining the 2027 development direction. Nevertheless,\nthe provincial government has set main focuses, namely strengthening the\ntourism and sharia economy sectors. According to him, the future tourism\napproach will no longer be limited to tourist destinations but expanded\nas part of the industrial ecosystem. \u201cTourism is an industry. Going\nforward, industrial areas can also become part of tourism development to\nsupport Central Java\u2019s economic growth,\u201d said Taj Yasin. This Musrenbang\nalso involved various strategic groups, from regents\/mayors in 35\ndistricts\/cities to children\u2019s forums and disabilities, to ensure that\nthe 2027 development planning is inclusive and addresses real community\nneeds. \u201cThis can be realised if we collaborate, especially with the 35\ndistricts\/cities.
