        "content": "<p>Semarang (ANTARA) - Central Java Governor Ahmad Luthfi has urged the\nnewly appointed heads of regional apparatus organisations (OPDs) to\nimplement changes in their work units by improving the bureaucracy.<\/p>\n<p>\u201cWe want our bureaucracy to serve,\u201d he said during the inauguration\nand oath-taking ceremony for High-Level Executive Officials and Senior\nExpert Functional Officials in the Central Java Provincial Government,\nheld in Semarang on Monday.<\/p>\n<p>According to him, the new officials, particularly OPD heads, must not\nget trapped in lengthy and exhausting bureaucratic processes, as\nbureaucracy should be present to serve, not merely to handle\nadministrative matters.<\/p>\n<p>He also stressed the importance of responding quickly to public\ncomplaints and urged that no public grievances be left unanswered for\ntoo long.<\/p>\n<p>\u201cSo that there are no more public complaints from the community. They\nmust be addressed within 1x24 hours to provide public services,\u201d he\nasserted.<\/p>\n<p>All government service functions, he continued, from health and\ninfrastructure to local government affairs, must be able to reduce\npublic complaints, while public criticism should be accepted as input\nfor improving performance.<\/p>\n<p>The newly inaugurated officials, he said, must immediately bring\nadded value and changes upon returning to their respective work\nunits.<\/p>\n<p>Even though the people filling the positions may change, he added,\nthe bureaucracy must continue to function and improve.<\/p>\n<p>A total of 27 officials were inaugurated, consisting of 26 High-Level\nExecutive Officials and one Senior Expert Functional Official. Of these,\n13 officials received promotions and 13 underwent transfers or\nmutations.<\/p>\n<p>He emphasised that positions are a trust that must be accounted for,\nboth to oneself and to the Almighty God, so officials must work with\nintegrity, professionalism, and provide added value to the\norganisation.<\/p>\n<p>\u201cWhatever position we hold is a mandate that we must account for to\nourselves and to the Almighty God,\u201d he said.<\/p>\n<p>He added that the inauguration had gone through a merit system\nmechanism and had been verified by the National Civil Service Agency\n(BKN), serving as the basis for the legitimacy of the appointments of\nthe inaugurated officials.<\/p>\n<p>He also affirmed that there was no practice of favouritism in the\nposition-filling process, which should serve as a benchmark for building\nclean and good governance.<\/p>\n<p>\u201cNo favouritism, no brokerage services.
