        "content": "<p>PROVINSI Jawa Tengah is currently in a state of emergency regarding\nsexual violence within religious educational institutions. In the span\nof just two months, seven cases of molestation and sexual harassment at\nIslamic boarding schools (ponpes) have been revealed to the public. This\nphenomenon has prompted the Central Java Provincial Government to take\nfirm action by issuing a Circular (SE) on the Prevention and Handling of\nSexual Violence Cases within the ponpes environment. Based on monitoring\nup to Tuesday (30\/6\/2026), the distribution of these cases covers\nvarious strategic areas in Central Java, ranging from Pati, Jepara,\nDemak, Pekalongan, Semarang Regency, Semarang City, to Banjarnegara.\nIronically, the majority of these cases were allegedly perpetrated by\ncaregivers against female students who should have been under their\nprotection and guidance. Data gathered shows a pattern of sexual\nviolence occurring in religious educational institutions across various\nregions. Women\u2019s activist Nur Laela Hafizah from the Legal Resources\nCenter for Gender Justice and Human Rights (LRC-KJHAM) asserted that the\nsituation has reached an emergency level. She urged the government to\nensure that all educational institutions, without exception, become safe\nspaces for children and women. According to Nur Laela, the high number\nof cases now coming to light is a positive side effect of increased\npublic literacy regarding sexual violence. She noted that massive\ncampaigns and education on victims\u2019 rights are beginning to bear fruit\nin the form of courage to report. Responding to the surge in cases\nduring May and June, the Central Java Provincial Government acted\nswiftly. Plt Head of the Office of Women\u2019s Empowerment, Child\nProtection, Population Control and Family Planning (DP3AKB) of Central\nJava, Faisa Mukti Septyani, stated that the SE on the Prevention and\nHandling of Sexual Violence Cases would be issued immediately. The\nissuance of this SE is based on existing legal frameworks, namely the\nRegional Regulation (Perda) on Islamic Boarding Schools and the Central\nJava Governor Regulation (Pergub) on Islamic Boarding Schools. The main\nfocus of this policy is to strengthen prevention and handling\nmechanisms. Faisa added that coordination with the Ministry of Religious\nAffairs and local governments is crucial, especially to regulate\nunlicensed religious educational institutions that continue to operate\nand accommodate students.<\/p>",
