Cengkareng Hospital to be completed soon<\/p>\n
JAKARTA (JP): The construction of city-owned Cengkareng
\nHospital, worth Rp 134 billion (US$12 million), is expected to be
\ncompleted in November and ready to serve the public by 2003, an
\nofficial revealed on Monday.<\/p>\n
The city assistant for development affairs, Ongky Sukasah,
\nsaid construction of the seven-story hospital in East Cengkareng,
\nWest Jakarta, which was financed by the city budget, began in
\nJune of this year.<\/p>\n
\"The hospital is a priority since it is badly needed by West
\nJakarta residents,\" Ongky said at a hearing with City Council
\nCommission D for development affairs.<\/p>\n
However, he said the city administration expected the hospital
\nwould not start operating until 2003 as it needed to be equipped
\nwith medical equipment after construction was completed.<\/p>\n
The hospital, which is built on a 2.3 hectare plot of land and
\nhas 300 beds, will serve people in the Cengkareng area who are
\nmostly from a low-income bracket, Ongky said.<\/p>\n
The land had earlier belonged to state-owned developer
\nPerumnas and was later handed over to the city administration as
\na public facility.<\/p>\n
\"People in the area have had to go to a Tangerang-owned
\nhospital. We only have a community health center in the area,
\nwhich is no longer able to accommodate them,\" he said.<\/p>\n
The hospital is also expected to support the nearby Soekarno-
\nHatta International Airport, which has yet to establish an
\nappropriate emergency unit, he said.<\/p>\n
Ongky claimed that the airport had yet to receive an
\ninternational airport certificate due to a lack of feasible
\nhospital support.<\/p>\n
The Cengkareng Hospital will be the fourth that is owned by
\nthe city administration. The others are Koja Hospital in North
\nJakarta, Tarakan Hospital in Central Jakarta and Pasar Rebo
\nHospital in East Jakarta.<\/p>\n
Ongky said the construction of Cengkareng Hospital was being
\ncarried out by state-owned developer PT Adhi Karya, the winner of
\nthe tender to build it.<\/p>\n
\"The whole tendering process was transparent. Adhi Karya
\ndefeated six other contractors, which were all state-owned
\nfirms,\" said Ongky, who rejected accusations of irregularities in
\nthe tender.<\/p>\n
He said the tendering process was held with the assistance of
\nthe management and technology institute of the University of
\nIndonesia, which had cooperated with the city administration on
\nother various projects.<\/p>\n
Commission D chairman Sayogo Hendrosubroto doubted that the
\nconstruction of the hospital would be completed in six months.<\/p>\n
\"As a businessman who has a construction firm, I doubt that
\nthe seven-story hospital can be completed by November,\" said
\nSayogo of the Indonesian Democratic Party of Struggle.<\/p>\n
His firm, which has experience in building hospitals, was not
\ninvolved in the construction of Cengkareng Hospital.<\/p>\n
Sayogo suggested that more contractors who have special skills
\nshould be involved, instead of it being handled by just one main
\ncontractor, such as PT Adhi Karya.<\/p>\n
\"If the company gives the project to subcontractors, the
\nproject's quality could not be guaranteed,\" he said.<\/p>\n
Many councillors said they regretted the city administration
\nproviding only a general proposal of the hospital, and not any
\ntechnical data during the meeting.<\/p>\n
\"We are disappointed that we discussed nothing. The hearing
\nshould also have discussed the technical matters of
\nconstruction,\" Sayogo said.<\/p>\n
Ongky apologized to the councillors for failing to provide
