The Badung Regency Environmental and Cleanliness Office (DLHK) has\nfound that the TPS3R Sarwa Metu Wangi facility in Cemagi Village,\nMengwi, does not yet have standard operating procedures (SOP) for the\noperation and maintenance of its incinerator machine. This finding was\nmade after a joint team visited the site to follow up on resident\ncomplaints regarding thick smoke and allegations of waste being dumped\ninto the river, which had gone viral on social media.<\/p>\n
In addition to the lack of SOPs, officers also discovered technical\nmalfunctions in machine components and water drainage from control tanks\nflowing directly into the surrounding environment.<\/p>\n
\u201cBased on the results of field monitoring, it was found that there\nare several matters that need immediate repair by the TPS3R manager,\nparticularly regarding wastewater management and incinerator\noperations,\u201d said the Head of Badung DLHK, Made Rai Warastuthi, on\nTuesday (8\/9\/2026).<\/p>\n
Badung DLHK stated that the excessive smoke from the chimney occurred\nduring a maintenance process. This condition was triggered by a\nmalfunction in one of the incinerator components.<\/p>\n
Meanwhile, the pooling and leakage of water in the operational area\noriginated from inorganic waste cleaning activities, machine\nmaintenance, and the domestic activities of the facility managers.<\/p>\n
\u201cRegarding the smoke condition from the chimney, the manager\nexplained that this occurred during maintenance activities and was due\nto a malfunction in one of the incinerator equipment components,\u201d said\nRai Warastuthi.<\/p>\n
Following these findings, Badung DLHK has instructed the TPS3R\nmanagers to immediately draft and implement strict and consistent\noperational and maintenance SOPs for the incinerator. Managers are also\nprohibited from discharging wastewater directly into the environment\nwithout undergoing a proper treatment process.<\/p>\n
\u201cWe also request that the managers immediately provide adequate\nwastewater treatment facilities, including for incinerator operational\nand maintenance activities,\u201d said Made Rai Warastuthi.<\/p>\n
For liquid waste management, Badung DLHK requires that the emptying\nof control tanks be carried out through cooperation with third parties\nthat hold official permits. The repair of damaged incinerator components\nand the reconfiguration of all facility drainage must also be completed\nimmediately to ensure that waste flow does not contaminate residents\u2019\nland.<\/p>\n
\u201cThe repair of the malfunctioning incinerator components must also be\ncarried out immediately to prevent excessive smoke,\u201d she emphasised.<\/p>\n
Badung DLHK expressed appreciation for the community\u2019s reports and\nensured that strict supervision will continue until all repair\nrecommendations are implemented. TPS3R managers are expected to promptly\nimprove their operational systems so that waste management can continue\nwithout damaging environmental quality.<\/p>\n
