Jakarta, CNBC Indonesia \u2013 The existence of illegal pawnshops remains\na challenge for the industry as they cause public distress. The\nFinancial Services Authority (OJK), through the PASTI task force,\ncontinues to take action against unlicensed business activities in the\nsector.<\/p>\n
Agusman, Executive Head of Supervision for Financing Institutions,\nVenture Capital Companies, Microfinance Institutions and Other Financial\nService Institutions at OJK, said that throughout this year the\nauthority has halted dozens of illegal pawnshop companies that have\nunsettled the public.<\/p>\n
\u201cFrom January to 31 August 2026, the business activities of 27\nillegal pawnshop entities have been halted. Coordinated efforts to\ntackle illegal pawnshops will continue to be carried out through the\nPASTI task force,\u201d he said in an official statement on Tuesday\n(15\/9\/2026).<\/p>\n
Agusman revealed that the eradication of the illegal pawnshop\nindustry continues in accordance with Article 247 of Law Number 4 of\n2023 on the Development and Strengthening of the Financial Sector, as\namended by Law Number 4 of 2026 (P2SK Law), and POJK Number 14 of 2024\non the Task Force for Handling Unlicensed Business Activities in the\nFinancial Sector.<\/p>\n
On the other hand, under the pawnshop roadmap, OJK is also\nencouraging sharia pawnshop companies, which remain few in number.\nCurrently, there are four full-fledged sharia pawnshop companies and one\nSharia Business Unit.<\/p>\n
\u201cThe opportunity to add sharia pawnshop operators remains wide open,\nin line with Indonesia\u2019s large Muslim population and the high demand\nfrom the public and MSMEs for pawnshop financing services, including\nsharia pawnshops,\u201d he said.<\/p>\n
Agusman added that public education about the pawnshop industry\ncontinues. According to the 2026 SNLIK, the pawnshop literacy index\nstands at 52.82%, while inclusion is 7.99%. The gap between these\nfigures stems from limitations in available product innovation.<\/p>\n
\u201cThe gap between pawnshop literacy and inclusion needs to remain a\npoint of attention,\u201d he stressed.<\/p>\n
However, according to him, a higher literacy level is not necessarily\nattributable solely to limited product innovation, as the decision to\nuse financing is also influenced by people\u2019s needs and risk\nprofiles.<\/p>\n
OJK, together with the industry and associations, continues to\nstrengthen the development of products and services in line with the\n2025-2030 Pawnshop Roadmap.
