        "content": "<p>Jakarta Governor Pramono Anung has stressed that enforcement against\nPenyandang Masalah Kesejahteraan Sosial (PMKS) in public spaces\ncontinues, with the so-called \u2018cart-pushers\u2019 among those targeted on\ncity streets. \u201cWe have conducted enforcement, including the so-called\n\u2018cart-pushers\u2019. Alhamdulillah now on the streets it is not as it used to\nbe,\u201d Pramono said at City Hall on Wednesday, 4 March. He described the\nmove as part of efforts to safeguard Jakarta\u2019s image as a globally\nrecognised, orderly and humane city. On the same day the DKI provincial\ngovernment inaugurated functional officers for the Satpol PP, who are\nlargely expected to be reinforced on the ground. \u201cCoincidentally today\nthe functional Satpol PP members were inaugurated, most of whom will be\nreinforced on the ground. We will ask them to take firm action against\nbeggars in Jakarta. Because that does not reflect a global city,\u201d he\nsaid. Nevertheless, Pramono stressed that enforcement is not solely\nabout expulsion. The government, he added, must still bear\nresponsibility for opening fair working spaces for all residents. \u201cAs a\ngovernment, we certainly want all people in Jakarta to have the\nopportunity to work. So working space must be opened fairly,\u201d he said.\nOne policy initiative mentioned by Pramono was the relaxation of\neducational requirements for Penyedia Jasa Lainnya Perorangan (PJLP),\nincluding cleaning staff known as the orange-clad troops. Previously the\nminimum was a high school diploma (SMA); now a primary school diploma\n(SD) suffices. \u201cFor example, PJLP who used to require SMA for the\norange-troop, now SD is enough. This is one of the breakthroughs we are\ndelivering to give everyone the chance to work in Jakarta,\u201d he\nconcluded. (H-3)<\/p>",
