Caretaker governor installed<\/p>\n
PADANG, West Sumatra (JP): A demonstration accompanied the
\ninstalling of West Sumatra's caretaker governor on Saturday in
\nprotest over what was seen as a symbol of the central
\ngovernment's arrogance.<\/p>\n
The protest took place outside the provincial legislature
\nwhere Maj.Gen. D. Dunidja was being officiated as caretaker
\ngovernor by Acting Minister of Home Affairs Feisal Tanjung. The
\ncurrent minister, Syarwan Hamid, is on pilgrimage.<\/p>\n
Governor Muchlis Ibrahim resigned after protesting Syarwan's
\nappointment of Zainal Bakar as deputy governor. Muchlis said he
\ndid not approve of Zainal. Muchlis accused Syarwan of violating
\nthe rules. The law on regional administration states candidates
\nfor deputy governors are forwarded by provincial legislatures and
\napproved by the respective governor.<\/p>\n
Security personnel blocked students from entering the
\nlegislature. Student leaders urged colleagues to retreat to avoid
\npossible injuries. Security was tight in the city ahead of the
\ninstallment ceremony.<\/p>\n
Representatives of local organizations here have said they
\nwanted a caretaker governor who hailed from the province.<\/p>\n
\"He won't be in office for long. I guarantee that Dunidja has
\nno chance of becoming governor. A caretaker hailing from the
\nprovince would cause complications as he might want to be renamed
\nas a candidate for governor,\" Feisal said.<\/p>\n
People will elect a new governor after the June general
\nelection, he said.<\/p>\n
Dunidja is the director general of sociopolitical affairs at
\nthe Ministry of Home Affairs.<\/p>\n
A ministry official said last week that caretaker governors
\nwere barred from running for the position of governor.<\/p>\n
As a rule, a caretaker governor would be the director general
\nof administration and provincial autonomy. However, the
\nincumbent, Ryaas Rasid, has said he was too busy monitoring
\npreparations for the June polls and deliberating bills on
\nregional autonomy and fiscal balance. (28)<\/p>",
