        "content": "<p>Car owners ask for 3-in-1 leniency<\/p>\n<p>Evi Mariani, The Jakarta Post, Jakarta<\/p>\n<p>The overnight downpour troubled private car owners on Thursday<br>\nmorning, many of whom were trapped by flooded alternative routes<br>\nwhile trying to avoid the three-in-one traffic policy.<\/p>\n<p>Some motorists asked the police to allow them to pass through<br>\nthe restricted zones, where a minimum of three people are allowed<br>\nper vehicle, because they could not pass through the submerged<br>\nalternatives.<\/p>\n<p>The three-in-one traffic policy stretches from Blok M in South<br>\nJakarta to Kota in West Jakarta; and from the Park Royal<br>\nApartments on Jl. Jend. Gatot Subroto in the west to the Kuningan<br>\nintersection in the east.<\/p>\n<p>In response, Jakarta Police traffic division chief Sr. Comr.<br>\nSulistyo Ishak said police would be &quot;flexible&quot; about the<br>\nthree-in-one zones whenever necessary. He did not explain what<br>\n&quot;flexible&quot; meant.<\/p>\n<p>Sulistyo called on Jakartans and city administration officials<br>\nto help clean piling waste from gutters in order to reduce the<br>\nimpact of the floods on traffic.<\/p>\n<p>Police monitoring had found 29 spots in the city that were<br>\nprone to traffic congestion whenever rain fell. Of the 29 spots,<br>\n11 are in North Jakarta, nine in West Jakarta, five in South<br>\nJakarta and four in East Jakarta.<\/p>\n<p>Floods also forced police to close several streets temporarily<br>\nbecause water reached meter-high levels in some areas.<\/p>\n<p>One area badly affected was Jl. Kapten Tendean from Mampang<br>\nPrapatan heading towards Blok M in South Jakarta. Overflowing<br>\nwater from the nearby Krukut River behind the Tarakanita Catholic<br>\nschool had begun to flood the street from early on Thursday<br>\nmorning.<\/p>",
