        "content": "<p>Car inspection and illegal levies<\/p>\n<p>From Pos Kota<\/p>\n<p>Minister of Communications Agum Gumelar said earlier this<br>\nmonth that the plan for private car inspections (for road<br>\nworthiness) was being studied so that gas emission tests on<br>\nprivate motor vehicles could not yet be conducted, while the<br>\nfield personnel in charge were yet to be put in order to prevent<br>\nirregularities.<\/p>\n<p>The idea of private car inspections, I am afraid, is only<br>\nmeant to boost the practice of imposing illegal fees and<br>\ncorruption. As reported by this paper, illegal fees on means of<br>\npublic transport alone can reach Rp 14.49 billion every six<br>\nmonths. The sum to be derived from private cars, which are<br>\ngreater in number, could thus be enormous.<\/p>\n<p>Later, a TV station reported that the communications minister<br>\nwould apply the gas emission test system on private motor<br>\nvehicles.
