Severino, secretary-general for the Association of<br>\nSoutheast Asian nations, said legal loopholes in each of the<br>\ngroup's nine member nations have allowed fires to flourish, The<br>\nStar newspaper reported.<\/p>\n<p>To prod governments to tackle the fires immediately, Severino<br>\nsuggested that ASEAN governments set up common laws addressing<br>\nforest fires and the environment, report said.<\/p>\n<p>Severino said that existing common agreements between ASEAN<br>\ncountries were mainly economic, but he added these \"may have to<br>\nbe extended to other areas, and the environment may be among<br>\nthem.\"<\/p>",
