        "content": "<p>Bylaw on financial sharing needed<\/p>\n<p>PALU, Central Sulawesi (JP): Commission C, dealing with<br>\nbudgetary affairs at the Central Sulawesi provincial legislative<br>\ncouncil, is discussing a bylaw on financial sharing among the<br>\nprovince, regency and mayoralty, according to its chairman.<\/p>\n<p>Helmi D. Yambas said here on Saturday that the new bylaw would<br>\nregulate the financial rights of the province, regency and<br>\nmayoralty, \"so as to eliminate misunderstandings among the<br>\ngovernor, regent and mayor.\"<\/p>\n<p>He did not specify when the bylaw would be deliberated.<\/p>\n<p>He stated that there was still some overlapping of the<br>\nregional financial rules, citing as an example the management of<br>\ndonations from third parties as an addition to regionally-earned<br>\nincome (PAD).<\/p>\n<p>\"All donations to Central Sulawesi from third parties have so<br>\nfar been used by the regency and mayoralty, while the provincial<br>\nadministration gets nothing, yet there are 30 offices and<br>\nagencies that financially depend on the province.\"<\/p>\n<p>Helmi, who is from the Golkar Party faction, said he hoped<br>\nthat the bylaw would in the future stimulate provincial, regency<br>\nand mayoralty administrations to seek other sources of income.<\/p>\n<p>\"If regional administrations are capable of exploiting<br>\nfinancial resources positively, they will not depend on aid from<br>\nthe central government, locally known as Dana Alokasi Umum<br>\n(DAU).\"<\/p>\n<p>\"The deliberation of the bylaw is in anticipation of the<br>\nshortage of aid from central government, the amount of which has<br>\nnever been adequate to pay civil servants' salaries. This year<br>\nDAU for Central Sulawesi is Rp 141 billion, while the civil<br>\nservants' salaries amount to Rp 100 billion,\" he said. \"That<br>\namount does not include the 14 percent salary increase.\"<\/p>\n<p>The provinces have been burdened by the increase in the number<br>\nof civil servants since the regional autonomy law was applied<br>\nnationwide in June 2001. All employees of ministry offices in the<br>\nprovinces have therefore become financially dependent upon the<br>\nprovinces. (24\/sur)<\/p>",
