In response to a non-governmental organization's recent
\ncriticism, a subdistrict council (Dekel) chief has argued that in
\nhis position he has some civic duties to perform.<\/p>\n
Acknowledging the Rp 500,000 monthly honorarium on top of his
\nsalary, he claimed to have received the sum only quarterly.
\nMeanwhile, the public is not informed of the precise function of
\nDekel.<\/p>\n
The question should be asked as to whether local citizens can
\nbenefit from the function of Dekel and are aware of their
\npresence at all. The extra income enjoyed by their chiefs is
\nquite substantial, particularly in view of the lesser pay
\nreceived by most factory employees.<\/p>\n
Therefore, the duties and responsibilities of subdistrict
\ncouncils should be clearly specified and further reviewed, so
\nthat their existence and performance can benefit the welfare of
\npeople on low incomes.<\/p>\n
