BUMN directors<\/p>\n
The government has been applying a new policy requiring all
\nprospective directors of state enterprises (BUMN) to undertake a
\nfit and proper test. It is a significant step, or leap, in the
\neffort to find prospective directors of BUMN that in addition to
\nhaving managerial and technical skills, are also expected to
\npossess integrity and clean track records.<\/p>\n
In the interest of minimizing corruption, collusion and
\nnepotism (KKN), when a senior manager of a BUMN is to be promoted
\nto the position of director, he should be moved to another
\ncompany. Likewise a director being promoted to president
\ndirector, should be transferred to another BUMN.<\/p>\n
The Attorney General's Office and the Justice (Judiciary)
\nDepartment have been applying and implementing the method -- and
\nits result shows that it is an effective way to eliminate or at
\nleast minimize KKN.<\/p>\n
In fact, there are several directors who have been connected
\nwith a particular BUMN for more than 23 years and this unhealthy
\ncondition is the result of promotion from within where they
\npreviously were employees of such company prior to holding the
\npositions of directors.<\/p>\n
It is time for the Ministry of State Enterprises Development
\nand Investment to make a thorough, drastic and comprehensive
\nchange of the old policy by implementing tour of duty and tour of
\narea amongst BUMN directors. Additionally, undercover lobbying
\nfor promotions and positions within BUMN should be neutralized by
\nemphasizing the minister's policies that such promotions and
\npositions are solely based on performance in all aspects and the
\npractice of lobbying will not be tolerated.<\/p>\n
Sneaky lobbies or approaches constitute KKN and therefore
\nthese practices should be eradicated. Otherwise the illegal acts
\ncan become a deadly poison or cancer which will affect BUMN.<\/p>\n
