        "content": "<p>Bulogate criminal category<\/p>\n<p>I observed with interest remarks made by police chief Alex<br>\nBambang and Attorney General Marzuki Darusman, that the Rp 35<br>\nbillion drain is a criminal offense.<\/p>\n<p>I tend to disagree since a law is missing declaring that these<br>\nextra-budgetary funds that are floating around are governmental<br>\nfunds. There must be some 600 of these surrogate accounts,<br>\nincluding the seven odd foundations from former president<br>\nSoeharto, every provincial governor, every regent and every<br>\nstate-owned company, numbering 200 or so, which have created<br>\nthese Frankenstein sources of evil.<\/p>\n<p>As a citizen uneducated in governmental affairs, I can only<br>\nconclude that governmentalstate funds are those which flow into<br>\nthe state coffers. Thus, if these sums are accumulated from god-<br>\nknows-where, into accounts where each minister or high-ranking<br>\ndirector (general) or inspector or official of a trustee fund can<br>\nsign checks, etc., then these are funds belonging to them?<\/p>\n<p>Thus, logic commands that there is no criminal case, just the<br>\nusage of funds.<\/p>\n<p>I wonder if members of the Consultative Group on Indonesia<br>\n(CGI) have this same system of free-floating accounts in their<br>\ncountries?<\/p>\n<p>And if the World Bank and the International Monetary Fund<br>\n(IMF) insisted that these practices here should stop at once,<br>\nabolishing the bad habits of the old Soeharto regime?<\/p>\n<p>And if they did overlook this serious flaw, are they then<br>\nseriously incompetent, as Jeffrey Winters pointed out some five<br>\nyears ago?
