        "content": "<p>The CEO of Perum Bulog, Ahmad Rizal Ramdhani, has acknowledged the\nlimited availability of the people\u2019s cooking oil brand Minyakita in the\nmarket. He has even reported the situation to the Minister of\nAgriculture, who also serves as the Head of the National Food Agency\n(Bapanas), Amran Sulaiman, as part of efforts to find a solution to the\nongoing shortage.<\/p>\n<p>\u201cYesterday, we also reported to the Minister of Agriculture to\naddress the empty Minyakita stocks. To be frank, we have submitted a\nrequest to the Minister of Trade (Budi Santoso) for an additional\nquota,\u201d Rizal said during a press conference at his office in Jakarta on\nMonday (13\/4\/2026).<\/p>\n<p>It should be noted that the distribution of Minyakita currently\ninvolves state-owned food enterprises. The government has mandated a\nminimum of 35% of the product\u2019s distribution to be carried out through\nstate-owned enterprises, including Bulog.<\/p>\n<p>In its implementation, the quota is divided among several entities,\nnamely ID Food and Agrimas Palma, with the largest portion allocated to\nBulog. However, in practice, particularly for Bulog, Rizal admitted that\nfull distribution cannot be achieved due to priorities for other\nprogrammes.<\/p>\n<p>He explained that Bulog must manage its distribution strategy to\nmaintain a balance between market needs and government assignments,\nespecially for food assistance to millions of people.<\/p>\n<p>\u201cWell, we are also managing the rhythm. Last time, we focused on\nRamadan and Eid al-Fitr, and alhamdulillah, it went smoothly. Then,\nafter that, we focused on food assistance. So, perhaps after this, we\nwill focus on the market again. Thus, the DMO limitation, when faced\nwith the needs of Minyakita for food assistance, means we have to\nshare,\u201d he clarified.<\/p>\n<p>Rizal stated that the limitation of the Domestic Market Obligation\n(DMO) quota is the main obstacle in ensuring even availability of\nMinyakita, both for market needs and social programmes.<\/p>\n<p>To that end, Bulog has proposed an increase in the DMO portion\nallocated to state-owned food enterprises to optimise distribution.<\/p>\n<p>\u201cIn line with the direction from the Minister of Agriculture,\nyesterday we were instructed to request an additional DMO quota of 65%.\nThe hope is that 65% can cover the market, including food assistance,\u201d\nRizal explained.<\/p>\n<p>With this additional quota, Bulog hopes that Minyakita distribution\ncan return to normal in the market, while still meeting the food\nassistance needs for the wider community.<\/p>",
