Perum Bulog estimates it will require a budget of around Rp 1.1\ntrillion to carry out an additional 1 million tonnes of rice under the\nFood Supply and Price Stabilisation (SPHP) programme.<\/p>\n
President Director of Perum Bulog, Ahmad Rizal Ramdhani, said the\nbudget requirement was calculated based on a cost of around Rp 11,000\nper kilogram for the additional SPHP rice approved by the\ngovernment.<\/p>\n
\u201cIn total, if Rp 11,000 (per kg) is multiplied by 1 million tonnes,\nthat comes to Rp 1.1 trillion. That is for the SPHP,\u201d Rizal said when\nmet at Bulog\u2019s office in Jakarta on Monday (7\/9\/2026).<\/p>\n
The additional budget relates to the government\u2019s decision to approve\nan increase in the SPHP rice volume from Bulog\u2019s initial proposal of\n400,000 tonnes to 1 million tonnes. The extra supply is being prepared\nto anticipate potential production disruptions caused by El Nino, which\nis expected to continue through to the harvest period in March 2027.<\/p>\n
Rizal said the additional SPHP rice would later be distributed under\nthe same scheme as the previous SPHP programme. However, distribution\nwill take into account regions potentially vulnerable to the effects of\nEl Nino.<\/p>\n
\u201cJust like a normal SPHP as usual. Distribution will follow the\npotential vulnerabilities we face in relation to the current El Nino\nissue. Earlier we were reminded that for this upcoming SPHP, we must\nalso look at the areas vulnerable to El Nino\u2019s impact,\u201d he said.<\/p>\n
Rizal noted that El Nino could put pressure on agricultural\nproduction, including raising the risk of harvest failure. For this\nreason, the SPHP will serve as one of the government\u2019s instruments to\nsafeguard supply while providing rice at affordable prices to the\npublic.<\/p>\n
\u201cSince the impact of El Nino may somewhat affect harvest failures and\nso on, that is where the SPHP must step in so as to provide a stimulus\nto the public, offering cheap prices to the people with an emphasis on\nthe quality of the rice,\u201d he explained.<\/p>\n
He stressed that the implementation of the SPHP is not merely about\npursuing distribution quantities. Rice quality is also a concern, as the\ngovernment wants to ensure that the rice reaching the public remains fit\nfor consumption.<\/p>\n
\u201cWe must not allow the rice to be of poor quality so that the public\nends up disappointed. This is what Commission IV of the House of\nRepresentatives reminded us about earlier,\u201d he said.<\/p>\n
Nevertheless, Rizal said the funding issue for the programme would be\ndiscussed between the Ministry of Finance and the National Food Agency\n(Bapanas). Bulog, he said, serves only as the implementing agency of the\nprogramme.<\/p>\n
