        "content": "<p>The Buleleng Regency Government (Pemkab Buleleng) is tightening its\npreparedness to face the potential for disease outbreaks. The Buleleng\nHealth Office (Dinkes Buleleng) is conducting a mapping of risks for\nemerging infectious diseases (PIE) to ensure the region is no longer\ncaught off guard when threats arise.<\/p>\n<p>The meeting on this mapping was held by the Buleleng Health Office on\nMonday (4\/5\/2026). Four types of diseases received priority attention in\nthis mapping, namely COVID-19, avian influenza, Middle East Respiratory\nSyndrome Coronavirus (MERS-CoV), and meningococcal meningitis.<\/p>\n<p>The Head of the Surveillance and Immunisation Working Team at Dinkes\nBuleleng, Nyoman Suardani, stated that risk mapping is key to\nobjectively measuring the region\u2019s preparedness.<\/p>\n<p>\u201cThis is a routine annual evaluation. The goal is clear: so that when\ncases arise, we are no longer unprepared as we were at the start of the\nCOVID-19 pandemic,\u201d Suardani emphasised.<\/p>\n<p>Suardani stressed that the pandemic experience has been an expensive\nlesson. Health system preparedness, from vaccination to case handling,\nmust continue to be strengthened and not neglected.<\/p>\n<p>From the preliminary presentation results, Dinkes Buleleng identified\none crucial gap, namely the health contingency plan that is not yet\noptimal. Yet, this document serves as the main guide during emergencies.\n\u201cWithout a strong contingency plan, our response will not be maximal,\u201d\nhe said.<\/p>\n<p>This risk mapping was compiled based on cross-OPD data collected\nsince 11 March 2026. The analysis was conducted using three main\nindicators: threats, vulnerability, and capacity.<\/p>\n<p>Pemkab Buleleng, Suardani continued, will focus interventions on\naspects of vulnerability and capacity that can still be strengthened\nthrough policies and concrete steps.<\/p>\n<p>In addition to internal factors, the mobility of Hajj and Umrah\npilgrims is also on the surveillance radar. Buleleng sent 109 regular\nHajj pilgrims this year, not including Umrah.<\/p>\n<p>This movement is considered to potentially bring transmission risks\nfor diseases such as MERS-CoV and meningococcal meningitis from Saudi\nArabia. \u201cThis is a real risk factor that must be anticipated together,\u201d\nSuardani added.<\/p>\n<p>The compiled risk mapping document will be uploaded to the Ministry\nof Health (Kemenkes) system and serve as a reference for all regional\napparatus organisations (OPD). This document is updated annually, while\nthe contingency plan applies for three years. Participants in the\ndocument are also asked to provide input to make it more operational,\nfrom wording to implementation timelines.<\/p>",
