        "content": "<p>Building houses in river riparian zones remains commonly found in\nvarious regions across Indonesia, particularly in major cities such as\nJakarta. However, this practice is not actually permitted because\nriparian zones are protected areas regulated by government\nregulations.<\/p>\n<p>The prohibition on building houses in river riparian zones is\ngoverned by Government Regulation (PP) Number 38 of 2011 concerning\nRivers, which regulates the management of river space, including\nriparian boundaries or safe distances from the river edge. This\nregulation aims to protect river functions, prevent flooding, and\nsafeguard the ecosystems in surrounding areas.<\/p>\n<p>The regulation clarifies that river space consists of two main\ncomponents: the river channel and the riparian zone. The function of the\nriparian zone is to serve as a flood conveyance area and protection\nspace to ensure river functions are not disrupted by human activities.\nWhere flood control embankments exist within the riparian zone, the\nspace between the river channel and the embankment is called the\nriparian bank.<\/p>\n<p>Due to its vital function, this area cannot be used arbitrarily for\nconstruction. The regulation also provides that if\nbuildings exist within the river riparian zone, such buildings may be\ndeclared in status quo and must be progressively regularised to restore\nriparian zone functions.<\/p>\n<p>According to Article 17: \u201cIn the event that assessment results show\nbuildings exist within the river riparian zone, such buildings shall be\ndeclared in status quo and must be progressively regularised to restore\nriparian zone functions.\u201d<\/p>\n<p>However, there are some exceptions for certain facilities related to\npublic interest purposes, such as public utilities and infrastructure.\nNevertheless, construction of houses, shops, or private buildings in\nriparian zones is fundamentally not permitted as this disrupts river\nfunctions and increases disaster risks such as flooding.<\/p>",
