Building permits process still complicated<\/p>\n
JAKARTA (JP): Chairman of the Indonesian Real Estate
\nAssociation Enggartiasto Lukito has expressed concern over the
\narduous procedures involved to gain building permits for housing
\nprojects in the city.<\/p>\n
Speaking at a meeting between the association and officials of
\nthe city administration on Wednesday night, Enggartiasto said
\nthat the onerous procedures forced developers to spend a great
\ndeal of time to get the permits and thereby caused construction
\ndelays.<\/p>\n
\"Any delay causes developers to suffer financial losses and
\none of the ways to speed up the processing of a permit is to
\noffer bribes to officials of the city administration,\" he said.<\/p>\n
He said that the officials were not responsible for this
\nbribery because it was the developers who paid the money.
\n\"However, the practice should not be tolerated,\" he said.<\/p>\n
He urged the government to simplify the procedures for the
\nprocessing of building permits as a means of ending the
\ncorruption.<\/p>\n
Head of the City Development and Supervision Office, Soeharto
\nProdjowijono, told the meeting that his office had no intention
\nof lengthening the process of issuing building permits. He
\ncontended that is was the developers, themselves, who were
\nresponsible for delays, he said.<\/p>\n
\"Many developers -- especially those concerned with public
\nfacilities -- fail to fulfill all the requirements set by the
\ncity administration for the issuance of the permits at the time
\nof submitting their proposals,\" Soeharto said.<\/p>\n
\"There are still many proposals piling up in my office,
\nsubmitted by developers who have not fulfilled the requirements,\"
\nhe said.<\/p>\n
The requirement which developers most often failed to meet was
\nthe provision of space for small-scale traders in shopping mall
\nprojects, he said.<\/p>\n
Soeharto was adamant that his office would not issue temporary
\npermits before the developers had fulfilled the requirements.<\/p>\n
Soeharto criticized developers who refuse to be responsible
\nabout the damage caused by their projects.<\/p>\n
For example, he said, developers refused to clean the area
\naround their construction sites, polluted with dust and debris
\nfrom the building work, claiming it was outside their
\nresponsibilities. Soeharto said that his office would be taking
\nstern action against such negligent developers. (yns)<\/p>",
