        "content": "<p>Jakarta \u2014 A member of Commission A of the Jakarta DPRD, William A\nSarana of the PSI faction, has urged a full investigation into the\nprocess of issuing the building permit for the Swarga Abadi Funeral Home\nand Crematorium in Kalideres, West Jakarta. The call followed\nallegations of maladministration in the issuance of the Building Use\nPermit (PBG), claimed to have been issued before the Environmental\nImpact Assessment (Amdal) document was completed. According to William,\nissuing the PBG prior to the Amdal permit constitutes a serious\nirregularity in the project\u2019s licensing process. He argued that the\nfoundation\u2019s commitment to complete the Amdal has become a loophole\nallowing the PBG to be issued even though environmental requirements\nhave not been fully met. To date, the Swarga Abadi Foundation is said\nnot to have completed the environmental permit process as stated in the\ncommitment letter. \u201cWith only that basis, the PBG can be issued. And in\nmy view, that is a serious irregularity because crematoriums are among\nthe activities that require an Amdal permit. So this licence issuance is\nwhat needs to be investigated,\u201d he said.<\/p>\n<p>In addition to scrutinising the licensing process, William questioned\nthe project\u2019s location, which sits in the middle of a densely populated\nresidential area. He said the permit for the project could potentially\ncontravene Article 7(a) of Regional Regulation No.\u00a03 of 2007 on Burial.\n\u201cIf you read Article 7 under the Burial Regulation, it is clear that the\nGovernor should not build a crematorium in the middle of densely\npopulated areas. So I think there is a conflict here,\u201d he explained. \u201cIt\nborders dense residential areas, and two schools are adjacent as well;\nit should not be permitted,\u201d he added. William also questioned the\ngranting of licences for two crematorium facilities in Kalideres within\na short period. \u201cThere are two crematoriums being built simultaneously\nin Kalideres: one in Tegal Alur and the other in Kalideres, which I find\nhighly odd regarding the licences,\u201d he said. He noted that the\nconstruction of a funeral home and crematorium in Tegal Alur had been\ndiscussed in a council meeting last year.<\/p>",
