This was in response to Constitutional Court ruling\nNo.\u00a0128\/PUU-XXIV\/2026, which stipulates that the General Elections\nCommission (KPU) at all levels can disqualify political parties failing\nto meet the 30% minimum requirement for female legislative candidates.\n\u201cThe real challenge is not merely meeting the 30% quota, but building a\npolitical ecosystem capable of producing more qualified female leaders.\nIf achieved, this ruling would serve as a tool to strengthen democracy,\nnot just enforce administrative rules,\u201d Anis stated in her remarks on\nThursday (28 May 2026). \u201cSanctions must also be proportionate. The goal\nof increasing women\u2019s representation must not result in reduced voter\nchoice due to disqualified candidates in certain electoral districts,\u201d\nAnis said. She emphasised that formal compliance with women\u2019s\nrepresentation quotas cannot be a measure of democracy. \u201cThe key factor\nis the leadership quality, capacity, and integrity of women serving as\npeople\u2019s representatives,\u201d she added. \u201cDemocracy requires substantive\nrepresentation\u2014women with the capacity, integrity, and equal opportunity\nto contribute to public policy-making,\u201d Anis said. The aim is for\nwomen\u2019s representation requirements to go beyond mere administrative\ncompliance ahead of legislative candidate registration for elections.\n\u201cThe primary focus should be ensuring parties have sufficient time and\nsupport for continuous female cadre development, not just meeting\nregistration requirements,\u201d Anis said.<\/p>",
