        "content": "<p>The management of PT Bali Turtle Island Development (BTID) did not\nattend the Hearing (RDP) held by the Special Committee (Pansus) on\nSpatial Planning, Assets, and Permits (TRAP) of the Bali DPRD. The\nmeeting was intended to discuss the alleged land swapping case involving\nmangrove areas in the Serangan region, Denpasar.<\/p>\n<p>Secretary of Pansus TRAP, I Dewa Nyoman Rai, expressed regret over\nthe absence of BTID representatives at the meeting concerning an\nenvironmental issue that has captured public attention. He also raised\nconcerns about the ethics of the management of the Kura Kura Bali\nSpecial Economic Zone (KEK).<\/p>\n<p>\u201cToday, BTID did not attend this moment of accountability, which we\nhave long considered problematic. However, they did not attend with a\nclassic excuse. It is reasonable, but it cannot be accepted ethically,\u201d\nsaid Rai at the Bali DPRD office on Monday (4\/5\/2026).<\/p>\n<p>This RDP was scheduled to seek direct explanations from BTID\nregarding the polemic of land swapping by BTID in the Karangasem and\nJembrana areas. Due to BTID\u2019s absence, the Council decided to postpone\nthe discussion and reschedule it for next week.<\/p>\n<p>Pansus TRAP emphasised the importance of preserving the ecological\nfunction of mangrove areas. This follows allegations of mangrove forest\nclearance by BTID in Serangan, Denpasar.<\/p>\n<p>Rai asserted that the mangrove areas cannot be replaced through a\nland swapping scheme. He warned that activities damaging or altering the\nfunction of such areas could potentially violate the law.<\/p>\n<p>In addition, Pansus TRAP questioned the permitting process, which was\ndeemed too hasty. Based on gathered data, BTID\u2019s spatial application\nsubmitted on 9 May 2023 was reportedly approved within one week.<\/p>\n<p>\u201cWe want to know what was done in that one week for the permit to be\nissued immediately? What is behind such a rapid process?\u201d said Rai in\nbewilderment.<\/p>\n<p>\u201cHas that recommendation gone through the Governor? Because according\nto the rules, the Governor has the authority. It should not stop at the\ndepartmental level,\u201d he added.<\/p>\n<p>Chairman of Pansus TRAP of the Bali DPRD, I Made Suparta, confirmed\nthat the RDP with BTID would be rescheduled for next week. In line with\nthe mechanism, Suparta stated that summons would be issued a maximum of\nthree times.<\/p>\n<p>Suparta stressed that the RDP is important to hear direct\nexplanations from BTID regarding land swapping, marina activities, and\nalleged mangrove clearance. \u201cOur conclusion is to summon them again on\nMonday. It was postponed because BTID did not attend,\u201d he said\nbriefly.<\/p>\n<p>Previously, Pansus TRAP of the Bali DPRD temporarily halted the\nmarina project run by PT BTID in the Kura-Kura Bali KEK, Serangan,\nDenpasar. This decision was based on field evaluations by the Pansus\nTRAP team, which found alleged discrepancies between administrative\ndocuments, including the mangrove land swapping process.<\/p>\n<p>Pansus TRAP also checked reports from residents of Serangan Village\nregarding alleged mangrove forest clearance in the coastal area. The\nCouncil witnessed land that was previously covered with mangrove trees\nbeing cleared and filled with sand.<\/p>",
