North Hulu Sungai Regency has maintained a "Highly Innovative" rating for three consecutive years, though further improvements in quality and coverage are recommended to enhance local governance.

Jakarta (ANTARA) - The Head of the Domestic Policy Strategy Agency
(BSKDN) of the Ministry of Home Affairs (Kemendagri), Yusharto
Huntoyungo, has reminded that innovations should not be merely
administrative in nature but must also deliver real impacts for
society.

“Innovations should not just be administrative programmes, but their
benefits should touch on the real needs of the community,” said Yusharto
in his statement in Jakarta on Monday.

He emphasised this while serving as a speaker at the Socialisation
and Technical Guidance (Bimtek) event on Regional Innovations organised
by the Regional Planning, Research, and Innovation Agency (Bapperida) of
North Hulu Sungai Regency at the Abdul Wahid Amuntai Building.

On that occasion, Yusharto also stressed that regional innovations
must be oriented towards community needs and capable of concretely
addressing various public issues.

According to him, regional innovations are an important instrument in
improving the performance of local government administration, as
mandated by regulations.

Therefore, he assessed that every innovation developed must meet the
principles of utility, effectiveness, replicability, and
sustainability.

He highlighted the importance of an evidence-based policy approach in
formulating and developing regional innovations. With strong data and
analysis support, the resulting policies will be more on target,
accountable, and able to minimise the risk of failure.

“This is very important, something that we must all pay attention to;
every innovation must be supported by clear data and analysis, so that
its presence does not just become a momentary breakthrough but can
develop into sustainable policies,” he stated.

Yusharto encouraged the North Hulu Sungai Regency Government (Pemkab)
to strengthen the innovation ecosystem through cross-sector
collaboration, namely with academics, the business world, and the
community. Such synergy, according to him, is very important in creating
innovations that are adaptive and responsive to the dynamics of regional
needs.

Yusharto also reminded of the importance of periodic monitoring and
evaluation of innovation implementation. This is necessary to ensure
that innovations remain relevant, develop, and provide optimal impacts
for society.

“The work of building innovations cannot be done alone; it must
involve many parties,” he said.

As additional information, the North Hulu Sungai Regency Government
has been assessed to have shown positive performance in developing
regional innovations.

Based on the Regional Innovation Index (IID) achievements, North Hulu
Sungai Regency has successfully maintained the “Highly Innovative”
predicate for three consecutive years in 2023, 2024, and 2025.
Nevertheless, strengthening is still needed in aspects of quality,
sustainability, and expansion of innovation distribution across various
government affairs.
",
