        "content": "<p>The Head of the Domestic Policy Strategy Agency (BSKDN) at the\nMinistry of Home Affairs, Yusharto Huntoyungo, has invited regional\ngovernments to continue strengthening innovation as a foundation for\nrealising sustainable smart governance. He stated that intelligent\ngovernance does not solely depend on the use of digital technology, but\nalso on the ability to deliver policies that are adaptive,\ncollaborative, and evidence-based. Yusharto made these remarks while\nreceiving the Excellence Leadership in Smart Governance for Urban\nSustainability award at the 2026 Smart City, Innovation Construction\n&amp; Sustainable Living Awards at the Indonesia Convention Exhibition\n(ICE) BSD City, Tangerang, on Friday, 10 July 2026. He further stated\nthat the award represents appreciation for BSKDN\u2019s commitment to driving\ngovernance transformation. However, he noted that the award is also a\nmandate to continue strengthening BSKDN\u2019s role as a catalyst for\ninnovative public policies that have an impact on society. \u201cThis award\nis not the finish line of a journey, but rather a mandate to continue\nstrengthening innovative, adaptive, collaborative, and evidence-based\ngovernance transformation. This award also belongs to all regional\ngovernments that every day present various solutions for the community\nthrough innovation,\u201d Yusharto said. He explained that the challenges of\nurban development are increasingly complex due to rising urbanisation.\nIssues such as traffic congestion, housing needs, waste management,\nenvironmental pollution, climate change, and the demand for faster and\nmore transparent public services require the government to deliver more\ninnovative policies. According to Yusharto, these conditions cannot be\naddressed through conventional bureaucratic approaches. The government\nneeds data-based policies, supported by digital technology, and built\nthrough collaboration between the government, academia, the business\nsector, communities, and the public. In this context, Yusharto\nemphasised that regional innovation is a crucial foundation for national\ndevelopment. For this reason, the Ministry of Home Affairs continues to\nbuild an innovation ecosystem through guidance, measurement, mentoring,\nand the dissemination of best practices developed by regional\ngovernments. These efforts have yielded significant results. The number\nof regional innovations reported by local governments has continued to\nincrease, from 3,718 innovations in 2018 to 36,742 innovations in 2025.\nThis nearly tenfold increase demonstrates that innovation has evolved\ninto a working culture in various regions. \u201cBehind these tens of\nthousands of innovations lie experiences, lessons, and solutions that\nhave proven to address community problems. Our task is to ensure that\nall these good practices are processed into policy knowledge, analysed\nscientifically, and then translated into policy recommendations that can\nbe replicated nationally,\u201d he explained. He added that BSKDN will\ncontinue to strengthen its function as a government think tank within\nthe Ministry of Home Affairs. By utilising policy foresight, artificial\nintelligence, data analytics, and evidence-based policy evaluation,\nBSKDN seeks to produce policy recommendations capable of addressing\ncurrent and future development challenges. He also stressed that the\nconcept of smart governance should not be understood merely as the\ndigitalisation of public services or the use of government applications.\n\u201cSmart governance is the government\u2019s ability to make data-based\ndecisions, integrate across sectors, strengthen public participation,\nutilise artificial intelligence and data analytics, and build\nintergovernmental and multi-stakeholder collaboration,\u201d he asserted.\nYusharto also believes that Indonesia\u2019s development success is not\nsolely determined by the size of the budget or physical infrastructure\ndevelopment.
