BRTI threatens to revoke CAC's 3G license<\/p>\n

The Telecommunications Regulatory Body (BRTI) may recommend
\nthat the government revoke the license of PT Cyber Access
\nCommunications (CAC) to run third-generation (3G)
\ntelecommunication services if the company did not install the
\nnecessary infrastructure immediately.<\/p>\n
\"The BRTI has summoned CAC management to discuss and evaluate
\nthe 3G license issued by the government last year,\" Suryadi Azis,
\na member of the telecommunications watchdog, said on Thursday as
\nquoted by Antara.<\/p>\n
CAC is one of two companies that have obtained the license to
\nrun a 3G-based radio network; the other is PT Natrindo Telepon
\nSeluler\/Lippo Telecom. Although CAC has held the license since
\nOctober 2003, the company has yet to provide 3G services.<\/p>\n
CAC is an affiliate of Telecom Asia Orange, a leading cellular
\noperator in Thailand.<\/p>\n
The 3G technology, which is used for the Wideband-Code
\nDivision Multiple Access (WCDMA) radio network, is far more
\nadvanced that the second-generation (2G) technology used in the
\nGlobal System for Mobile Communications (GSM) network.<\/p>\n
The WCDMA offers substantially enhanced capacity, quality and
\ndata rates than 2G technology, and can support new and more
\ndemanding services, such as video streaming and video
\nconferencing through cellular phones, as well as concurrent
\nmultiple services.<\/p>\n
Cellular phone owners must change their handset if they wish
\nto upgrade to 3G services.<\/p>\n
A number of telecommunications firms, including cellular
\noperators like PT Telkomsel, have applied for a 3G license to
\nanticipate growing demand for cellular services.<\/p>\n
According to Suryadi, CAC is required to develop 939 base
\ntransceiver stations (BTS) by 2005, but no signs have been
\nforthcoming from the company that it would fulfill its
\ncommitment. The company is also obliged to develop 1,557 BTS in
\n2006 and 2,018 BTS in 2007.<\/p>\n
In addition, CAC is required to develop BTS facilities
\nspecifically in Jakarta, Banten, East Java, West Java,
\nYogyakarta, Bali and West Nusa Tenggara during the first year, he
\nsaid.<\/p>\n
He said CAC management had claimed it was still making
\npreparations to develop the required infrastructure.<\/p>\n
In the long term, Suryadi said the government would consider
\ngranting new 3G licenses to existing telecom operators rather
\nthan new ones, as newcomers faced difficulties in fulfilling
\ntheir commitments to infrastructure development.<\/p>",
