Broken promise in Papua<\/p>\n

The Indonesian government is desperately trying to ensure that
\nPapua remains within the Unitary State of the Republic of
\nIndonesia, but the special autonomy granted to the province can
\nonly be successfully implemented if Papuans are united.<\/p>\n
It is true that this special autonomy has yet to be
\nimplemented, because Indonesia itself is still in a rather messy
\nstate. The present situation is not yet a conducive environment
\nfully implement Papuan autonomy.<\/p>\n
Recently, a declaration establishing the Central Irian Jaya
\nprovince was announced. This declaration has led to conflicts
\nbetween indigenous Papuans and migrants from other islands.
\nActually, the House of Representatives, under the Habibie
\nadministration, ratified Law No. 45\/1999 on the establishment of
\nWest Irian Jaya and Central Irian Jaya provinces. (the successive
\nadministration ratified the autonomy law which legally overrides
\nLaw 45.)<\/p>\n
The division of a certain region into more provinces is part
\nof the delegation of political authority from the central
\ngovernment to the regions. Unfortunately, not all Papuans see the
\nsignificance of this matter. One may suspect that conflicts that
\nhave broken out because of this matter must be the result of
\npropaganda of the secessionist Free Papua Movement in their
\nattempt to discredit the legitimate government of the Republic of
\nIndonesia.<\/p>\n
The establishment of Central Irian Jaya province means a
\nseparate budget for this particular region. It means that this
\nregion can tap its own natural resources to build necessary
\ninfrastructure and facilities. It no longer has to wait for the
\nbudget to come from Papua province, which will be one-third of
\nits original size.<\/p>\n
