        "content": "<p>The Directorate General of Customs and Excise (DJBC) of the Ministry\nof Finance warns that goods brought from abroad whose consumption is\ncontrolled in Indonesia cannot enter arbitrarily beyond the limits set\nby the government. Goods exceeding the limits will be immediately\ndestroyed.<\/p>\n<p>This warning arises after Customs officers continue to find members\nof the public causing a stir when their carried goods are seized for\nexceeding the limits upon entering customs areas from abroad.<\/p>\n<p>For example, Customs officers at Teluk Bayur found at the beginning\nof March 2025 that an international flight passenger was carrying 3\nbottles of ethyl alcohol-containing beverages (MMEA) from abroad, which\nbecame a topic on social media.<\/p>\n<p>The amount of alcoholic beverages exceeded the applicable exemption\nprovision, namely a maximum of 1 litre per person. The limits for goods\nbrought from abroad are regulated in Finance Minister Regulation (PMK)\n203 of 2017 as amended by PMK Number 34 of 2025.<\/p>\n<p>Head of the Customs Public Relations and Outreach Subdirectorate,\nBudi Prasetiyo, explained that these rules aim to provide legal\ncertainty while protecting the public.<\/p>\n<p>\u201cThis regulation is implemented to ensure that the consumption and\ncirculation of excisable goods remain controlled and do not cause\nnegative impacts,\u201d he stated, quoted from a press release on Friday\n(3\/4\/2026).<\/p>\n<p>Excisable goods (BKC) themselves are specific items with particular\ncharacteristics, such as the need for controlled consumption and\nsupervised circulation. Examples of BKC include tobacco products like\ncigarettes and cigars, ethyl alcohol or ethanol, and ethyl\nalcohol-containing beverages such as beer, wine, and spirits.<\/p>\n<p>For MMEA, the government provides excise exemptions for passengers up\nto a maximum of 1 litre per adult aged 21 and above. Meanwhile, for\nvehicle crew, the exemption limit is much smaller, namely a maximum of\n350 millilitres.<\/p>\n<p>\u201cThis limitation is not to complicate matters, but to ensure that the\ngoods entering remain within reasonable personal consumption limits,\u201d\nBudi emphasised.<\/p>\n<p>In addition to MMEA, there are also provisions for carrying other\nBKC, particularly tobacco products. Adult passengers are allowed to\nbring up to 200 cigarette sticks, 25 cigar sticks, or 100 grams of cut\ntobacco.<\/p>\n<p>For electronic cigarettes, limits have also been set, both in solid\nand liquid forms. Meanwhile, vehicle crew have smaller limits, such as\n40 cigarette sticks or 10 cigar sticks. If carrying more than one type\nof tobacco product, the excise exemption is given proportionally.<\/p>\n<p>Budi stressed that excesses beyond the permitted amount cannot be\nresolved by paying import duties or other levies. \u201cSuch excesses will be\nimmediately destroyed by Customs and Excise officers, so the public must\nreally pay attention to the existing limits,\u201d he revealed.<\/p>\n<p>Therefore, the public is urged to understand the applicable\nprovisions before travelling abroad.<\/p>\n<p>\u201cWe invite the public to be more proactive in seeking information so\nas not to encounter obstacles when returning to Indonesia,\u201d Budi\nadded.<\/p>",
