        "content": "<p>In a statement issued on Friday, BRIN Head Arif Satria said\nmodernising the research vessel fleet is a strategic necessity to\nstrengthen Indonesia\u2019s position as a science-based maritime nation while\nenhancing national research capacity, capability, and synergy.<\/p>\n<p>\u201cThe PPP project for the management and development of the National\nResearch Vessel Fleet is not merely a conventional shipbuilding\ninitiative, but part of broader efforts to strengthen sovereignty in\nscience and research, enabling Indonesia to realise its maritime\nidentity in economic terms,\u201d he said.<\/p>\n<p>Satria added that modern research vessels play a crucial role in\nexploring subsea economic potential, studying marine biodiversity, and\nadvancing marine environmental services and ocean energy\ndevelopment.<\/p>\n<p>\u201cOne of the key determinants in today\u2019s world is data strength, and\ndata strength reflects research strength,\u201d he said.<\/p>\n<p>He underscored the need to increase research sailing days. Indonesia\ncurrently records around 2,500 sailing days annually, while the\nestimated requirement is about 8,000 days. The gap highlights the\nurgency of expanding the fleet and strengthening marine research\noperational systems.<\/p>\n<p>He said the PPP scheme will enhance marine research infrastructure\nthrough the construction of ocean-going and coastal research vessels,\nsupported by an integrated fleet management system.<\/p>\n<p>The vessels are designed as advanced multipurpose research ships\nequipped with Remotely Operated Vehicles (ROVs) and portable equipment.\nThe project is structured under a 20-year DBFOMT (Design Build Finance\nOperate Maintain Transfer) concession, with signing targeted for the\nfirst quarter of 2027, followed by financial close.<\/p>",
