BPPT designs new waste management process<\/p>\n

The Agency for the Assessment and Application of Technology
\n(BPPT) proposed on Thursday a more profitable garbage management
\nsystem to the Jakarta administration to replace the current
\ntreatment methods which are inferior and inadequate.<\/p>\n
\"Our garbage problem is worsening every single day because the
\nexisting methods are no longer adequate to handle the increasing
\namount of garbage,\" said Sri Bebassari, an expert with BPPT.<\/p>\n
Therefore, BPPT has proposed a long-term integrated garbage
\nmanagement system.<\/p>\n
Sri said that Jakarta must allocate Rp 6.5 trillion (US$764.7
\nmillion) to develop a dump with the capacity to handle the city's
\ndaily garbage output of 6,500 tons. Such a dump would be usable
\nfor 25 years, she said.<\/p>\n
\"This dump will process most of the organic waste into
\nfertilizer while the nonorganic garbage will be processed into
\nplastic, tin and paper. These side products can also be sold,\"
\nshe said. \"Thus, both outcomes will be profitable for the city.\"<\/p>\n
Sri hoped that many investors would be interested in investing
\nin the garbage business. However, the government must not make
\nthe commercial products their main concern as the garbage
\nprocessing facility should create a nontoxic and zero waste
\nenvironment.<\/p>\n
\"The planned dump in Bojong (in Bogor regency) will use the
\ntechnology we have proposed but poor promotion has created
\nsuspicion among local residents. The Jakarta administration must
\nhire professional communication experts to clarify to the locals
\nthe benefits of the dump,\" she said.<\/p>\n
The Bojong dump will use ball press German technology that
\nwill separate organic and nonorganic garbage and minimize
\npossible environmental damage.<\/p>\n
For the time being, Jakarta still needs to use the existing
\ndumps including Bantar Gebang because \"to build a new integrated
\ndump will take three years.\"<\/p>\n
Sri said that in the long run, an effort should be made to
\ninstall a system wherein the entire community participates in
\nmaintaining a clean environment.<\/p>\n
However, she underlined that the technology alone would not
\nensure the success of the system unless several preliminary steps
\nwere taken.<\/p>\n
First of all, she said, Indonesia needed to have a law on
\ngarbage, on which all regulations would be based because most
\nother countries had nationally binding laws on waste management.<\/p>\n
\"Singapore, for example, has a law on waste management while
\nthe prime minister in Japan is directly responsible for waste
\nmanagement,\" said Sri.<\/p>\n
She said that the draft of the law had been examined by the
\nHouse of Representatives Commission VIII on the environment,
\nscience and technological affairs and also by the Office of the
\nState Minister of the Environment.<\/p>\n
\"We hope the law will determine who will be responsible for
\ngarbage disposal and create a system where the public can
\nparticipate actively in managing it,\" said Sri.<\/p>",
