In the ongoing corruption trial involving the procurement of Chromebook laptops by the Ministry of Education, Culture, Research, and Technology, BPKP auditor Dedy Nurmawan Susilo testified that the fair market price for each unit is Rp 3.67 million, calculated using a recalculation method that averages costs across brands and includes reasonable margins for principals, distributors, and resellers. This assessment, based on data from 12 principals and five distributors, aims to determine state losses in the case where former Education Minister Nadiem Makarim and three other officials are accused of causing Rp 2.1 trillion in financial damage to the state. The testimony highlights the detailed scrutiny of procurement costs to uncover potential overpricing in the deal.

JAKARTA, KOMPAS.com - Auditor from the Financial and Development
Supervisory Agency (BPKP) and Chairman of the State Loss Calculation
Team for the Chromebook Case, Dedy Nurmawan Susilo, stated that the fair
price for one Chromebook-based laptop unit is Rp 3.67 million.

Dedy conveyed this when asked for his opinion as an expert in the
continuation of the trial for the alleged corruption case in the
procurement of Chromebook-based laptops within the Ministry of
Education, Culture, Research, and Technology (Kemendikbudristek).

He explained that ideally, the fair price for each laptop brand
differs, but BPKP took an average to determine a fair price.

“We averaged it, and it came to Rp 3.67 million,” Dedy said during
the trial at the Jakarta Corruption Court on Thursday (2/4/2026).

The fair price calculation used a recalculation method where BPKP
recalculated the components of the Chromebook laptop.

There are four components considered to form the fair cost: raw
material prices, labour wages, general costs or indirect costs, and
profit margins from the goods’ owners or producers.

“So, in the fair price calculation, we have already accommodated
reasonable margins at the principal, distributor, and provider or
reseller levels,” Dedy said.

In conducting this calculation, BPKP also directly sought statements
from the principals, with at least 12 already questioned.

“We provided a format for them to fill in how much your costs are,
what your cost structure is like, including the selling price to
distributors. Of course, the selling price they provide (to resellers)
already includes their profit margins,” he added.

Then, the data provided was analysed or compared with import
documents and sales invoices to distributors.

In addition, BPKP also sought statements from five distributors to
provide the same data.

The margins of these distributors vary, ranging from 2-7 percent.

Former Education Minister Nadiem Makarim is charged with causing
state financial losses of Rp 2.1 trillion in the alleged corruption case
of Chromebook laptop procurement.

This act was carried out jointly with three other defendants, namely
former Kemendikbudristek technology consultant Ibrahim Arief, former
Director of Junior High Schools at Kemendikbudristek Mulyatsyah, and
former Director of Primary Schools at Kemendikbudristek Sri
Wahyuningsih.
",
